About this file
This document is a Sources Sought/Request for Information (RFI) from the Air Force Life Cycle Management Center (AFLCMC) seeking contractor capabilities for migrating the Keystone Decision Support System (KDSS) and Command Management System (CMS) to the Air Force Cloud One Amazon Web Services (AWS) Platform. The RFI targets contractors with expertise in cloud migration, specifically requesting capabilities in program governance, cloud architecture design, application and data migration, security implementation, and knowledge transfer for transitioning two Air Force financial business systems from the Defense Information Systems Agency (DISA) Defense Enterprise Computing Center to a FedRAMP-compliant cloud environment.
Key submission requirements include a 4-page response by Close of Business 11 July 2025, submitted electronically to specific contracting officers. Contractors must address detailed questions about company background, technical expertise, project management methodology, and migration timelines. The RFI encourages participation from both large and small businesses, with a Contractor Capability Survey section requesting business classification details (e.g., small business, veteran-owned). This is strictly market research and does not constitute a formal solicitation, with responses to be used for developing the Air Force's future acquisition strategy and performance specifications.

2. BACKGROUND
Keystone Decision Support System (KDSS) and Command Management System (CMS) are United States Air Force financial business systems. This document’s purpose is to ensure KDSS/CMS remain synchronized with the Air Force’s (AF’s) evolving mission requirements and IT environment. AF business processes, industry technology evolution, information security requirements, evolving audit metrics, enterprise architecture requirements, and data-flows necessitate KDSS/CMS’s technical and documentation sustainment and evolution.
The KDSS and CMS applications currently reside on servers identified in the Hardware and Software List, physically located in DISA DECC Montgomery, AL. Under the Service Level Agreement (SLA) between DISA and AFMC, DISA personnel provide physical security and responsibility for the network platforms, as well as maintenance and computer security (COMPUSEC) for the system Operating System (O/S) and the infrastructure.
Both systems reside on a shared Oracle instance and use a three-tier architecture Web Server, Oracle Database Server and an Application Server. The CMS front end is predominately PLSQL. KDSS uses SAP Business Objects and IBM Programming Analytics Local (PAL), and Informatica. CMS has zero interfaces, but KDSS has 40 interfaces from 25 separate business partners.
3. SYSTEM REQUIREMENTS
Interested sources who can meet the requirements should provide a capabilities package in accordance with the following:
CAPABILITY DESCRIPTION
Cloud Migration Program Governance, Program Management/Implementation Capability, and Organizational Change
Establishing and executing processes for governing, managing, and preparing the organization to adapt to the agency’s cloud computing efforts and investments.
Cloud Architecture, Design, and Operations
