Amendment No. 0002 Solicitation # KCCO-DPD-09-PA11-159
Block 14 (cont'd)
This amendment is issued:
1. To provide the Questions and Answers received to date. (The cutoff date for questions is
August 12, 2009, 4:30 P.M. CDT).
Q1. What is the difference between RFP and IFB? Why was it changed?
A1. Request for Proposal (RFP) is often employed for requirements where the selection of a supplier can not be made solely on the basis of the lowest price. An RFP is used to procure the most cost-effective solution based upon evaluation criteria identified in the RFP.
Invitation for Bid (IFB) is also referred to as a sealed bid. It is usually for requirements over $100,000, it is competitive and the lowest bid will win.
Q2. Financial Responsibility (Pg. 25): What is the difference between an audited financial statement and a reviewed? Is either one acceptable? Do the financial statements have to be submitted prior to the bid due date or prior to bid award?
A2. Review financial statements results in the issuance of a report on a company’s financial statements which provides limited assurance that the financial statements and footnote disclosures are reasonable. Audited financial statements offer the highest degree of assurance regarding financial statements. Audited and reviewed level financial statements are both acceptable for this solicitation. Financial statements must be evaluated prior to award.
Therefore, early submission of statements is highly encouraged.
Q3. Even though we have completed CCR and ORCA, does our entire registration have to be completed prior to bid and/or award?
A3. It is unclear what is meant by this question.
Q4. Specific list of requirements: To be compliant for this proposal, please send a specific list the language is too vague (example pg 29 section A #12). If we do not send all documents, will there be a chance after proposal closing for clarification?
A4.Please refer to Page 29 of this solicitation which contains information concerning the submission of proposals. With the exception of financial statements, all the documentation requested for this solicitation must be submitted by the offer due date.
Q5. Are there any preferences for Small Businesses?
A5. Yes. Preferences for small businesses will be determined when delivery order competition requests are issued throughout the contract cycle.
Q6. How do we “prove” our small business status (certification)?
A6. Provision 452.219-70 of this solicitation provides information concerning the small business size standard. If you have additional questions regarding small business status, please contact the Small Business Administration (SBA). For reference, review the following SBA wed link: http://web.sba.gov/faqs/faqindex.cfm?areaID=15
(8/12/2009) http://web.sba.gov/faqs/faqindex.cfm?areaID=15
Q7. Are there certain regions designated for Small Business set asides?
A7. No
Q8. What percent of the total contract is Small Business set aside?
A8. It is anticipated that this solicitation will follow the current agency guidelines to offer approximately 5% of the total pounds of the commodity to 8(a) Small Disadvantaged Businesses, and approximately 3 % of the total pounds of the commodity to Serviced Disable Veteran Owned Small Businesses (SDVOSB). The number of pounds set aside for firms classified as small businesses may vary during the delivery order competition requests.
Q9. Can you please clarify (9) of page 26, is it asking for a signature or to list the amendments?
A9. Offerors must acknowledge receipt of any amendments to this solicitation by identifying the amendment numbers.
Q10. What are amendments? Are they the same thing as Addendums?
A10. An amendment is a change made to a solicitation, contracts, etc. An addendum is an additional requirement or document not included in the main part of the contract which may contain additional terms, specifications, provisions, standard forms or other information.
Q11. On page 28, it asks for DUNS number. Is it asking for the Offeror’s number or the manufacturer’s number?
A11. It is requesting the DUNS number identified in the Central Contractors Registration:
https://www.bpn.gov/ccr/default.aspx
Q12. Delivery Locations: Is there a list of delivery locations? What are the pounds per location? What is the product per location?
A12. The list of delivery locations, including pounds and pack-sizes will be provided when delivery order competition requests are issued.
Q13. Is this new procedure a test or permanent? Has this been implemented and tested with other commodities?
A13. This pasta procurement can be seen as a pilot. This office anticipates that a majority of all domestic procurements by this office will eventually be purchased utilizing indefinite delivery indefinite quantity (IDIQ) contracts.
Q14. 42,000,000 est yearly quantity with maximum contract amount 315,000,000 for 5 years.
5 years at 42,000,000 annually is 210,000,000…where is the additional volume of 105,000,000 estimated? Will there be notification of additional volume increases? And is there a breakdown of the type of shapes annually?
A14. The additional volume of 105,000,000 pounds is a good faith estimate for this solicitation. Delivery order competition requests will provide information on volume increases. Please refer to Amendment 0001-Q15/A15 of this solicitation for the breakdown of the different types of pasta.
https://www.bpn.gov/ccr/default.aspx
Q15. Multiple Year terms (base + 4 options) how does this work? Will pricing proposals be submitted once per year? Will rebids go out for option years or quarterly pricing as in the past as our pricing is determined by commodity fluctuations?
A15. We anticipate that delivery order competitions will take place on a quarterly basis. The options to renew will only be initiated if it is in the best interest of the government.
Q16. Delivery FOB destinations – please clarify…Page 2 item 12. Delivery type fob (unless otherwise specified) Page 27 Offers shall be inclusive of all prices except those for: freight from each shipping point to USDA’s program destinations. Will the manufacturers no longer be responsible for freight?
A16. When a delivery order competition is issued, the contractor is required to provide F.O.B destination prices. The price proposals for this solicitation will be evaluate to award IDIQ contracts, and will not be applied to the delivery order competition requests. Please refer to Amendment 0001-Q18/A18 of this solicitation.
Q17. What if we ship from multiple facilities, do we list facility pricing or one pricing for all?
A17. Please refer to Amendment 0001-Q10/A10.
Q18. Can we ship multiple brands from multiple facilities?
A18. Multiple commercial brands can be shipped from multiple facilities. However, supplying more than one commercial brand in a truckload of pasta is not acceptable.
Q19. Historically this is a made to order business, will volumes be provided by shapes and how much advance notice will be provided for capacity planning? How much lead time will be provided for offshore destination orders to delivery?
A19. Please refer to Amendment 0001-Q13/A13 and Q21/A21 of this solicitation.
Q20. Can we provide capacity constraints as we had this functionality in the past?
A20. Yes, contractors will have the opportunity to enter constraints when a delivery order competition request is issued. Please refer to Amendment 0001-Q17/A17 of this solicitation.
Q21. If no longer DEBES system, will there and when will training be available for new WEBSCMS, and what are the technical requirements?
A21. Please refer to Amendment 0001-Q4/A4 of this solicitation.
2. All other terms and conditions remain unchanged.
