C. Interviews. Interviews will be in person with shortlisted firms. The Project team proposed in the Proposal shall be available to attend. Interview format details will be provided to Proposers along with the interview invitation. The County expects the finalist to bring their Key Personnel to the interview. Finalists will be evaluated on their team members’ experience and qualifications and how well the team communicates, collaborates and problem solves, integrates with the County and the Project stakeholders, and identifies achievable and collaborative solutions to concerns raised in the interview.

D. Request for Final Proposals (RFFP). The RFFP will solicit Price Proposals from each finalist. The Price Proposal will include proposed GC/CM Fee.

E. Each finalist submitting a Proposal in response to the RFFP must be in compliance with RCW 39.04.350 and Chapter 18.27 RCW at the time of submittal. All responsive Proposals will be evaluated by an Evaluation Panel in accordance with the criteria and points specified in the RFFP.

VI. NEGOTIATION PROCESS

A. The County intends to execute the Preconstruction Services Agreement with the selected Contractor for the design phase of the work.

B. It is anticipated that MACC negotiations will occur when the scope of the Project is adequately defined and the design is at least ninety percent (90%) complete as mutually determined by the Contractor and the County. The County may conduct a series of negotiations for selected bid packages whereby each negotiation will culminate in determination of an Early Work Package or “mini-MACC”. At the time a MACC, or the initial mini-MACC, as the case may be, is successfully negotiated, the parties will sign the GC/CM Construction Services Contract. Upon successful negotiation of each succeeding mini-MACC the parties shall execute a Change Order to the GC/CM Construction Services Contract reflecting the increase in the Total Contract Cost until all Early Work Packages are accepted, resulting in the MACC.

C. MACC negotiations will take place prior to execution of the GC/CM Construction Services Contract. When mini-MACC negotiations are conducted, the GC/CM Construction Services Contract will be executed upon negotiation of the initial mini- MACC. MACC negotiations shall be completed within 30 days of the receipt of the Contractor’s MACC estimate. The Contractor’s MACC estimate shall be completed no later than three weeks from receipt of the construction documents to be used for MACC negotiations. Should the Contractor and the County not agree on a satisfactory MACC that the County determines to be fair, reasonable and within the available funds the County may terminate the negotiations and begin to negotiate with the next highest ranked firm or choose to release the package for a competitive bid. Should the County choose to terminate the negotiations upon failure to achieve a MACC, such termination will be effective upon receipt of written notification to the Contractor. Contractor shall not be reimbursed for the MACC negotiations.

D. All necessary information and forms for the negotiation process shall be provided by the Contract Specialist after the Notice of Intent to Award has been issued. Such information shall include but not be limited to: Consultant Disclosure Form (if applicable), W-9 Request for Taxpayer Identification Number, and spreadsheet for Wage Rates.

VII. CONTRACT TERMS AND CONDITIONS

A. The County’s Preconstruction Services Agreement and Construction Services Contract are posted online with the RFP.

1. The Proposer acknowledges and agrees that it has carefully read the Agreement and

Contract terms for this Project and agrees to be bound by them.

2. If the Proposer has any exceptions to the GC/CM General Terms and Conditions, exceptions shall be submitted as a separate PDF file, from the finalists only, as part of the Request for Final Proposals (RFFP) in E-Procurement.

PRECONSTRUCTION SCOPE OF WORK

INTRODUCTION

The purpose of this contract is to provide General Contractor/Construction Management (GC/CM) preconstruction services to King County Department of Executive Services, Harborview Construction and Infrastructure Division (“County”) for the 3T MRI Scanner Project at Harborview Medical Center’s (HMC) Ninth and Jefferson Building (NJB). The Contractor shall provide all services specified herein.

This scope of work reflects the County’s current understanding of the work; however, it may be updated during negotiations.

HARBORVIEW MEDICAL CENTER BACKGROUND

Harborview Medical Center (HMC) is a comprehensive quaternary level care facility with a public health focus owned by the County, governed by a County-appointed Board of Trustees, and managed by the University of Washington, School of Medicine. Its primary mission is to provide high-quality health care to all residents, the indigent and underserved residents of King County. Serving a four-state region, Harborview is home to a nationally renowned Level One trauma center and Medic One emergency response unit. The medical center combines state-of- the-art emergency medical services, quaternary surgical services, general medicine, and specialty clinics including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy. It is the medical disaster control center for the region.

The current campus spans 13 acres and multiple buildings connected by underground tunnels.

PROJECT DESCRIPTION

The primary objective of the 3T MRI Project is to provide a make-ready space for the installation of an MRI unit and programming upgrades for the existing HMC outpatient imaging program located on the 3rd floor of NJB. The space was originally designed with the intent of adding a future MRI unit. The MRI system and its associated chiller will be provided and installed under a separate agreement with HMC. Portions of the mechanical and electrical infrastructure supporting the MRI cooling system have already been installed under a previous project.

Coordination with other general contractors and owner vendors may be required during the construction phase.

A GC/CM approach is critical for developing and implementing complex construction phasing activities that will be required for working within an operating medical facility immediately adjacent to an operating MRI unit, directly below a surgical center and directly above the Involuntary Treatment Act (ITA) Court. The Project will require multiple complex shutdowns which will need to be coordinated to not hamper adjacent facility operations. The Contractor will need to address infection control, interim life safety measures, noise constraints, and complex site logistic requirements. The ITA Court allows no noise interruption during proceedings, which occur throughout normal business hours.

KEY PRINCIPLES AND APPROACHES

The Project Partners shall implement the following concepts and practices during the Project.

1. Early Participation of Project Partners: Key Project Partners shall be selected to join the Project team as early as possible. The County expects that the Contractor shall contract with key subcontractors during the Preconstruction phase (Phase 1) of the Project in order for them to provide preconstruction services.

2. Completion of Construction Documentation: During the Preconstruction phase, the Contractor shall collaborate with the Owner, Architect, and the design team to perform

KC001708 page 2 of 15 Attachment 1 constructability and coordination of the construction documents; identify and assist with early procurement and submittals; investigate existing conditions and identify utility shutdowns (including mitigation efforts); provide detailed phasing and scheduling services; perform infection control planning; all in addition to the traditional complete construction documentation prepared by the design team.

3. Design Deliverables: As the design progresses, the content, format, schedule, and review process of the design deliverables will be established by the Project Partners in accordance with the needs of the Project. In this effort, the Project Partners shall be guided by the principles of eliminating waste, minimizing cost, maximizing efficiency, and achieving the County’s program and quality objectives.

4. Cost Estimating: The Contractor shall collaborate with the Designer of Record in the development of Estimating Guidelines and Work Breakdown Structure (WBS) that will establish the parameters and controls for all Project components and systems. These guidelines will establish the baseline for cost estimating efforts and evaluation of the design against the Project budget. The Contractor shall be the primary estimator for the Project. The Contractor shall actively interface with the design team throughout the remainder of design, providing timely cost estimating services to evaluate changes and support alignment of the Project with the established budget. Cost estimating and MACC development activities shall be identified in the Contractor's detailed CPM schedule.
