The government is seeking information from contractors interested in and capable of supporting the induction of technical order database and creation of the IETM for the KC-46A aircraft. The required services include inducting data and supplying authoring software to create the IETM. The government requires these services by the 3rd quarter of calendar year 2024. Interested parties are requested to provide details on their technical capability, experience with the KC-46A system, and interest in competing for this effort. REQUEST FOR INFORMATION

KC-46A INTERACTIVE ELECTRONIC TECH ORDER MANUAL (IETM)

AFLCMC/WLC

A. Description

The Government in support of the KC-46A Program Office is seeking information on contractors interested in and capable of supporting its requirements for supporting the induction of Tech Order database and creation of the IETM.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.

The information provided may be used by the Air Force in developing its acquisition strategy, statement of work/statement of objectives, and/or performance-based specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Contractors/Institutions responding to this RFI are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.

B. Background

The KC-46 Aircraft provides worldwide, day and night, and adverse weather aerial refueling to receiver-capable US, allied, and coalition military aircraft, including unoccupied aircraft.

The KC-46 Tanker is a commercial derivative of the Boeing 767-2C aircraft, finished to meet unique KC-46 Tanker requirements. The KC-46A is in need of services to support the induction and creation of an IETM to be used for maintenance.

C. Scope

The Government is interested in Industry’s perspective on the possible Government requirement to provide services to induct data and supply authoring software for the KC46 Tech Order data. This data will then be used to create an IETM based on the contractor’s software. The software will also allow government or contractor support to update the data when needed. The Government need date for this is 3rd quarter CY 2024. Parties interested in responding to this RFI must provide the following information and/or documentation that demonstrates and justifies the company’s technical capability to provide these services.

Please answer the below questions:

1. Does your company currently have the manpower, technical expertise/skill set, and capability to induct and supply authoring software for the KC46 database described in Section C above? Please answer either ‘Yes’ or ‘No’.

2. If the answer to Question #1 is “No”, no further action is required. Thank you for your response.

3. If the answer to Question #1 is “Yes”, has your company provided these services previously?

4. If the answer to Question #3 is “Yes”, please describe how you accomplished this.

5. Describe in detail, your company’s experience during the past five years with KC-46A Systems and Operations.

6. What is your company’s interest in competing for this effort?

7. What timeframe would be required to provide a proposal?

8. How long can the Government expect to wait between award and import of initial data?

9. How long would it take to receive the first initial IETM for review?

D. Organizational Conflict of Interest

Organizational Conflict of Interest (OCI), as defined and discussed in FAR 9.5, and Organizational and Consultant Conflicts of Interest, are a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules.

Interested vendors are requested to evaluate your potential OCI issues with regard to this requirement, and the Contractor is encouraged to identify any OCI issues, as stated in FAR 9.5, to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice. 3
