About this file

This is a Justification and Approval (J&A) document for other than full and open competition issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst authorizing a sole-source contract to KWD Aircraft Support Equipment LLC (CAGE: 71670) for 15 Propeller Transport Dollies (NIIN: 014542393, PN 207-000-104).

The procurement is for specialized equipment required for transportation, storage, and maintenance of Hamilton Standard Propellers for C-130/382 aircraft and Dowty Aerospace Propellers for C-130J aircraft. KWD is the Original Equipment Manufacturer (OEM) with proprietary rights to the design. Market research and an RFI posted on SAM.gov on September 4, 2024, yielded three responses, but none could meet the requirements due to the proprietary nature of the equipment. The J&A cites 10 U.S.C. 3204(a)(1) as statutory authority, noting that only one responsible source can satisfy agency requirements. A pre-solicitation notice was posted on September 23, 2024, with no responses received. The Contracting Officer determined the anticipated costs to be fair and reasonable.

The Government technical team determined that the trailer proposed by would not meet the Government's requirements because the trailer's function is to transport and hold the engine and propeller for the C-130T aircraft, and the Navy's requirement is for the dolly used to store, transport, and perform maintenance on the bare KC-130J Dowty propeller. A response was sent to on 12 September stating that would not be able to meet the Government's needs and acknowledged the response that day with no additional responses received.
