F-15C/D Sniper Passive Attack Display

CAUTION:

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of a ‘smart’ display for use on Sniper-modified F-15C/D aircraft. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. Below is a section containing a top-level description of the requirement, and a specification for this requirement is attached, for the Passive Attack Display (PAD) and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this market research. Joint ventures or teaming arrangements are encouraged.

4. Questions relative to this market survey should be addressed to Ken Burke, (478) 926-5871.

REQUIREMENTS DESCRIPTION

PURPOSE/DESCRIPTION

We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of a new display for the right instrument panel of F-15C/D fighter aircraft. Detailed requirements are provided in the attachment, but the display must satisfy the following general requirements:

a. Be suitable for use in a bubble-canopy, high-performance fighter environment.

b. Have viewing area 8” x 6” (landscape).

c. Be not more than 10.25” wide by 8” tall by 3” deep (depth applies to right side only).

d. Require only 28VDC for main power and 5VAC for bezel lighting.

e. Include buttons around the bezel.

f. Include 2 channels of MIL-STD-1553 interface.

g. Include one 1000BASE-T Ethernet interface.

h. Include 3 NTSC video inputs and one NTSC video output.

i. Be able to apply graphic overlays onto video inputs.

j. Be able to resize, reformat and place video inputs into four windows on the display.

k. Provide not less than 16 discrete input/output lines (mix of 28VDC/open/ground).

l. Provide a custom serial interface to the legacy electronic warfare system on the jet.

This is a build to spec acquisition (spec is attached). Our acquisition strategy is a three-year contract (basic plus two option years) and may continue through FY14. The projected quantities are one per jet (250 installs) plus spares. The procurement is currently funded by the Air National guard (ANG), with active duty requirements projected for the later years.
