About this file
This document is an Exemption Revision Form and Sole Source Form from Sarasota County's Parks, Recreation & Natural Resources Department for a contract renewal with KB Industries Inc. for Flexi-Pave, a unique flexible porous pavement product made from recycled passenger tires and stone aggregate. The contract is for a one-year renewal period from 11/05/2023 to 11/04/2024, with an estimated expenditure of $35,000 for the fiscal year. The product will be utilized in areas where traditional pavement is impractical, such as pathways over tree roots, to create ADA-compliant, slip-resistant hard surfaces.
KB Industries is the sole manufacturer of Flexi-Pave and offers a "Green Partnership Program" where the county can receive free training and bulk product for self-installation. The company has extensively tested the product for resiliency, meeting multiple technical standards including freeze-thaw resistance, permeability, and weathering tests. Staff has confirmed that no comparable products exist in the marketplace with the same delivery method and training options. The sole source justification emphasizes the product's unique characteristics, including its ability to withstand various environmental conditions, accommodate different substrate materials, and provide color options while being resistant to multiple chemical elements.
