About this file

This document is a landscaping maintenance services specification for the Ohio State Fair Grounds, specifically for the Natural Resources Park (Kayak Pond Area), issued by the Ohio State Fair Grounds. The contract seeks a landscaping maintenance provider to perform comprehensive services from May through November 2025, with key work periods in May, June, and July leading up to the July 23 fair opening. Services include general bed maintenance, spring/fall clean-up, irrigation system start-up and shut-down, pruning/hedging, mulching, and leaf removal. The work must be completed by July 21-22, 2025 for spring services and November 15, 2025 for fall services. Site visits are available by appointment through April 22, 2025, with contact provided for scheduling. The contract will be awarded to the lowest responsive and responsible bidder.

Invoicing for the contract is managed through Ohio Shared Services (OSS), with specific submission requirements including a unique invoice number, complete service itemization, and no state sales tax. The purchase order is valid through June 30, 2025, with any services after that date requiring a new PO. The specification details precise landscaping expectations, such as using composted leaf mulch at a 4-inch depth, performing professional pruning and hedging, and maintaining plant health. The contractor will be responsible for potential plant replacement if irrigation system maintenance causes damage, and must follow ODNR's leaf removal expectations of two annual visits.

Name or Title of the Service or Supply:

Kayak Pond Area - Landscaping Maintenance Services at Ohio State Fair Grounds Ordering Division and address:

Ohio State Fair Grounds Natural Resources Park 717 E. 17th Ave Columbus, Ohio 43211

Specifications:

Supplier to perform landscaping maintenance services at Natural Resources Park (aka Kayak Pond Area) on the Ohio State Fair Grounds as follows:

· Work may occur in May, June 2-3 (there is an ODNR picnic there on June 4) and late June, and throughout July leading up to the July 23 opening of the fair.

· General Bed Maintenance/Detailing

· This service should include weeding, groundcover trimming/controlling, debris removal, removal of spent blooms, monitoring and removal of browning leaves and branches.

· Spring/Fall Clean-Up

· A more in-depth cleaning which includes everything in general bed maintenance and the addition of perennial and grass dividing, bed edging, mulch raking, and seasonal perennial trim down. These services are like “deep-cleaning” of the landscape one to two times per year. We would also like sapling removal, invasive species removal-including poison ivy, etc.

· Irrigation System Start Up and Shut Down

· Initial season opening start-up of irrigation system in the garden beds around kayak pond from the main valve at the Natural Resources Park.

· Perform full inspection of all lines throughout the irrigation / sprinkler system.

· Provide a detailed report on the seasonal readiness of the irrigation system.

· Precautions should be taken to not damage surrounding bushes, shrubs, and plants.

· If bushes, shrubs, or plants are damaged, they will be replaced and planted by the contractor at their cost.

· This should take place in the beginning of July.

· Turn off irrigation system at the conclusion of the fair.

· Pruning/Hedging

· Pruning and hedging at the correct time of year for each type of plant are paramount to plant health and bloom performance. Supplier should prune plants at the optimum time for their species. (Hydrangea are a perfect example of a plant that should be maintained by professionals or avid gardeners.) Pruning should be performed to maintain shape or size, remove spent blooms, remove dead/diseased limbs, and to promote growth. Hedging is typically shaping plants into geometric forms. We consider both activities to be important to the landscape.

· Mulching

· Mulching should be performed once or twice a year depending upon the need. Although many consider mulch visually pleasing, mulch has several horticultural benefits: root insulation, weed minimization, and water retention. We need composted leaf mulch (vs. wood) applied once a year in the Spring at a rate of at least 4” (no com-til)

· Leaf Removal

· Leaf removal should be customized to mirror ODNR’s expectations of quantity of visits.

ODNR requires leaf removal twice a year. ODNR recognizes that we will have leaf build-up between visits since their provider only comes twice. ODNR requires leaves removed in the Spring and Fall.
