DESCRIPTION/SPECIFICATION/WORK STATEMENT
Kawishiwi Ranger District Cleaning Schedule
C.1.0 GENERAL
C.1.1 Description and Location of Work:
· The Contractor shall provide janitorial services for the Kawishiwi Ranger District Administrative Office and Multipurpose Buildings, 1393 Highway 169, Ely, MN 55731.
· In addition, the Crew Quarters, located at 1381 Highway 169, Ely, MN 55731 will require comprehensive cleaning twice a year.
· Two multi stall garages to be swept and power washed twice a year.
C.1.2 The Contractor shall prohibit their employees from opening desk drawers or cabinets or using telephones and office equipment provided for Official Government Use.
C.2.0 CLEANING SCHEDULE
Work will be performed as shown in the performance requirements, three times weekly on Monday. Wednesday and Friday, May 15-October 15th unless otherwise specified, beginning at 4:30 PM and completed by 11:00 PM. Work will be performed twice weekly on Monday and Thursday, October 16th-May 14th, unless otherwise specified, beginning at 4:30 PM and completes by 11:00 PM. Any change in cleaning schedule will require advance written approval by the Contracting Officers Representative (COR). Area to be cleaned: See section G.2.0 for Space by Usage. The facility has two stories and janitorial closets are provided on both levels.
Crew quarters: work will be performed between April 1st and 15th and November 1st-15th. Work will involve extensive comprehensive cleaning of the entire interior per performance requirements shown later in this section. The work will be done between the hours of 8:00 AM and 8:00PM. See section G.2.0 for Space by Usage.
C.3.0 CONTRACTOR-FURNISHED MATERIALS AND SERVICES
Contractor shall furnish all labor, equipment, material, supplies, transportation, supervision and incidentals with exception of Government Furnished material, See Sec G.1.0. Cleaning products must comply with a comprehensive and sustainable Green Cleaning Program. Consult websites for approved products. Choices of Green Cleaning supplies will be submitted to the COR for approval before use.

PERFORMANCE REQUIREMENTS:
Administrative offices and Multipurpose building Each cleaning day:
1. Sweep floors and steps and vacuum carpets. Mop floors and steps according to specified requirements of the individual surfaces (rubber, tile, concrete, etc.) All floors shall have a clean uniform appearance free from dirt, debris, dust, film, smudge marks, scuff marks, heel marks, stains, and other foreign matter. Base boards, kick plates and wall/floor edges, and stairwells shall also be cleaned. Moveable items will be moved (and returned) in order to clean underneath them. Grease and grime shall be removed from stair guards, handrails, and baseboards in stairway areas.
2. Dust non personal furniture in office. Displays in the reception area as well as the brochure racks shall be dusted also. (Proper tools/products must be used as to not damage surfaces of displays)
3. Conference rooms: Clean tables, counter tops, sink, and cupboard doors. Wipe chair arms and legs. Spot clean upholstery on chairs as needed.
4. Cafeteria: Tables, sink area, counter tops, refrigerator exteriors, cupboard exteriors, and chair arms and legs will be washed. Chair upholstery will be spot cleaned as needed. (Dishes do not need to be washed.)
5. Office areas: File and other type cabinets outside surfaces, glass and surfaces of divider panels in desk units, and window ledges will be cleaned. (Desk surfaces and computer equipment are not included) Employee chairs will be spot cleaned as needed.
6. Office garbage cans, liners will be emptied into a central container and individual liner bags will be changed weekly. All will be deposited in the dumpster in the employee parking lot. Garbage cans shall be left clean and free of odors. Garbage and recycling will be collected from 2 garage buildings as well as the public area outside the front entrance.
7. Empty smoking materials from receptacles located outside front and rear entrances.
8. Clean sink, counter tops and cupboard exteriors in the hallway station on the second floor. Dishes do not need to be washed.
9. Wipe countertops and other surfaces in mail/work rooms, team rooms and front desk area.
10. Visitor and employee entrance doors/windows will be cleaned.
11. Interior rooms/doors/windows cleaned as needed and according to specific surfaces (wood vs. metal)
12. Clean and scrub all surfaces in bathrooms with germicidal disinfectant. Replenish supplies (toilet paper, paper towels, soap, etc.) and stock so they do not run out, (Inform the COR/Purchasing agent regarding the need to order more supplies when needed.) Cleaning includes, but is not limited to fixtures, exhaust fan louvers, and diffusers, ceramic tile, urinals, toilets, mirrors, stalls, and stall doors, entry doors, wall areas, and floors, etc. Receptacles shall be free of dirt, streaks, drip marks and odors. All chrome surfaces shall have a uniform glossy appearance.
13. Clean 3 drinking fountains. Clean and disinfect all surfaces, including the orifices and drain, as well as exterior surfaces of the fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, drips, mineral buildup and other obvious soil.
14. Recycling gathered from each area and brought to the recycle room.
Additional Requirements
1. Carpets shall be shampooed in July. Carpet shall be spot cleaned as necessary between shampooing. Heavy traffic areas such as entry way and hallways shall be spot cleaned monthly. Moveable items shall be moved to clean carpets underneath and will be returned to their original location. All tears, burns and raveling shall be brought to the attention of the COR.
2. Other non-personal furniture will be dusted every two weeks. Watch for spills and splatters on walls and clean as needed. Walls shall have a uniform appearance without streaks, detergent residue or any evidence of soil, stains, and film.
3. Floors will be maintained according to the surface type in April and September which will include scrubbing, stripping, sealing, and waxing. Equipment will be secured by the contractor.
4. Inside and outside windows, screens, and blinds will be washed in April and September. After surfaces have been cleaned, all traces of film, dirt, smudges, water, and foreign matter shall be removed form frames, casings, sills and glass.
5. Change light bulbs as needed. Light fixtures are to be cleaned monthly and more often if needed (dead flies, etc.)
6. Recycling will be transported once a week from recycling room to the local recycle center. (Check for locations, times, and days of week for availability)
7. Wipe exteriors of elevator doors and clean interior of the elevator as needed or at least every two weeks.
8. Pour at least a quart of water in the floor drains once a week.
9. Clean exterior surfaces of exposed duct work, track lighting, and wooden beams (Lobby) in April, August and December. Work to be performed in accordance to OSHA Safety Standards for work at this height, work is in a high ceiling area. Ceiling is approximately 21 feet high with duct work and fixtures mounted to the ceiling.
10. Clean floor diffuser covers and catch bins once a week.
11. Clean windows and floors in the mechanical/electrical rooms and garages in May and October.
12. Clean/change filet cartridges in waterless urinals as needed.
13. Test and clean the 3 emergency shower and eye wash stations weekly.
14. Change air filters four times a year within the air handler system and in ceilings.
15. Change batteries in sinks when needed.
Emergency and special event cleaning services Upon notification, the contractor shall perform emergency or special event cleaning required in any building, area, and room covered under the contract. In an event emergency cleaning is required, the contractor shall submit the cost estimate to the COR, who will submit the cost estimate to the CO for approval. Contractor shall begin emergency work, as determined by the COR or CO, within one hour of notification, which may be oral or written. For a special event, the COR will notify the Contractor as soon as a special event is known but no less than 24 hours prior to the event.
PERFORMANCE REQUIREMENTS:
Crew Quarters-to be done to the same standard as listed in the Administrative Building
1. Vacuum and shampoo carpets.
2. Sweep and mop floors.
3. Wash interior and exterior of all windows. Dust/wash blinds. Vacuum/clean curtains.
(recommend if washing/replacing is needed) Clean windowsills.
4. Scrub all surfaces in bathrooms and kitchens. Wipe out cupboards/shelving/lockers.
5. Wash all wall and dust ceilings throughout the buildings.
6. Vacuum and dust remaining furniture.
7. Clean furnace/utility room.
8. Clean stoves (surfaces and ovens), one per building. Clean refrigerators (interior and exterior) up to 2 per building. Wipe out microwave oven if one is in the building.
9. Dust and clean out (flies, etc.) light fixtures.
10. Change shower curtains as needed or yearly, when soiled.
C.4.0 SECURITY/MISCELLANEOUS REQUIREMENTS
C.4.1 SECURITY AND KEY CONTROL- At least five days prior to start of the contract the contractor shall submit a list of names of all employees who will have access to the buildings in performance of the contract work. If the Contracting Officers Representative finds an employee unsuitable or unfit for his assigned duties, the contractor shall be advised immediately that such an employee cannot continue to work or be assigned work under the contract.
The Contractor shall perform the following services to provide for the safety and protection of building personnel and property against injury, loss and /or damage from any preventable cause, including, but not limited to: fire, theft, espionage, and sabotage.
A. Check all doors to be sure they are secure before leaving. Report any unusual traffic in parking lots to the COR.
B. Protect Government property, buildings, material, equipment, supplies, records, and data against all unauthorized access, loss or damage.
C. In the event of an emergency or unusual occurrences adversely affecting the interest of the Government, summon appropriate assistance, such as fire, and/or police department, and immediately thereafter notify the COR.
D. Monitor observance of “Rules and Regulations Governing Public Buildings and Grounds,” which are posted in the building. Problems in this regard should be reported to the COR.
C.4.2 MISCELLANEOUS REQUIREMENTS
The Contractor shall perform the following in conjunction with regular contract specifications on a daily basis:
A. Insure that all lights are turned off upon completion of cleaning the area.
B. Cleaning of carpet, floors, and counter tops will be performed according to manufacturer’s instructions or industry standards.
E.1.0 INSPECTION - All work will be inspected weekly by the COR for adherence to the specifications of the contract. Deficiencies will be reported to the Contractor.
E.2.0 MIMIMUM ACCEPTABLE STANDARDS - Contractor shall meet the following minimum inspection standard for Government acceptance: No more than 2 deficiencies per month are acceptable.
E.3.0 PAYMENT
Payments shall be made on a calendar month (30 day) basis in arrears. Invoices shall be entered at ipp.gov
SECTION F--DELIVERIES OR PERFORMANCE
F.1.0 CONTRACT PERFORMANCE PERIOD
Contract time runs from the date of contract award and issuance of the Notice to Proceed (estimate April 1, 2021) through March 31, 2022 for the base year. For Option years 2022 and 2023, 2024 and 2025, the contract performance time runs April 1st through March 31st•
F.2.0 CONTRACT TIME
The Contractor shall begin work on the effective date of the Notice to proceed. The contractor shall continue performance of the work under the contract without delay or interruption except by causes beyond his control as defined by contract clauses, or by the receipt of a "Suspend Work Order" issued by the Government. Failure to do so may be cause for action under the "Default" clause.
G.1.0 GOVERNMENT FURNISHED PROPERTY
The government shall provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of "Government Property" FAR Clause contained elsewhere in the Contract.

· Toilet Paper
· Garbage bags
· Light bulbs
· Urinal filters
· Furnace air filters
· Batteries for sink operation
· Shower curtains
· Brooms and mops
· Bleach The government shall furnish secure areas for the storage of Contractor-furnished materials. Contractor shall maintain such storage areas to the same standards as similar areas occupied by the government.
