This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.
Purpose: The purpose of this notice is to gain knowledge regarding the types of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy.
The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof to this notice will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought notice will be considered in the market research being conducted and in the making of any small business set-aside determination for this requirement.

Project Description:
Project Conditions:
The project is located at Kalaupapa National Historical Park (KNHP), Kalaupapa (Island of Molokai), HI
The construction magnitude is more than $10,000,000.
The park is rural/remote with limited staging and access outside of the settlement.
The construction site is approximately 20 miles by air from Kaunakakai, with regular air flights to/from topside Molokai and Oahu. Access to Kalaupapa NHP is very limited. All visitors and contractor personnel must be sponsored prior to arrival and the park is only accessible by hiking a steep trail, plane/helicopter, or barge. Lodging for contractor personnel will be provided at minimal cost by KNHP in connection with this project, but is availability is limited and there may be restrictions on crew size. The park’s capacity for construction personnel and activities are also subject to restrictions by Hawaii Department of Health and Park operations. Additionally, the Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.
The site requires protective measures to ensure the surrounding area remains undisturbed. The power poles and other electrical distribution components are historic. In addition, the location of existing infrastructure and design preferred alternatives will impact or will be limited by cultural and natural resources in situ.
Currently, the anticipated period of performance is expected to begin in 2022 and be complete in 2024, including any potential weather shutdown. No seasonal/other shutdown mandates are anticipated with the project.
Barge access is limited to the summer months because of the open sea surf conditions, tides, and there is only one known barge that is small enough to navigate the Kalaupapa NHP cove. Transportation logistics via barge will limit the transportation of materials/supplies and equipment, as well as consumables/demolition (debris). The design-build contractor will be responsible for procuring their own barge(s) for purposes of completing the contract.
Project Scope:
The electrical distribution at Kalauapapa National Historical Park is owned by the Hawaii Department of Health (DOH). A general lease agreement between NPS and Hawaii Department of Hawaiian Homelands, and resource management documents between the KNHP and DOH guides management best practices. KNHP is responsible to operate and maintain the electrical distribution system. “Once Kalaupapa is no longer a home for the Hansen’s disease community, the fundamental management and operational function and facilities will leave, and it is expected that further management and operational functions and facilities will transition to the NPS.” (KHNP GMP 2021).
The goal of this project is for a design-build contractor to upgrade and replace the electrical system as required to meet the current local utility company standards, National Electric Code (NEC), National Electrical Safety Code (NESC), Rural Utilities Service (RUS) National Electrical Testing Association (NETA), and National Electric Manufacturers Association (NEMA) industry standards, improve reliability, perform deferred maintenance, reduce future maintenance, and remove risks to employee and public safety. The condition of the Kalaupapa NHP electrical system is substandard, inadequate, and may become a shock or fire hazard to the public, park personnel, or structures. Kalaupapa NHP has frequent power outages caused by distribution equipment failures within the settlement, as well as electrical power surges or outages from MECO/HECO’s system, which is exterior to the park but adversely impacts the park’s antiquated electrical equipment. Corroded and aging pad-mounted and pole-top distribution transformers, worn and frayed distribution lines, rotting poles, corroded pole-line hardware, and insulator failures are the primary sources of failure for the Kalaupapa NHP electrical distribution system.
The design-build contractor will use current schematic design documents (March 2020), evaluated to be at a design level of 20%-25%, in execution of the contract. Priority for the design-build contractor is to review the constructability of a segment from the preferred alternative in the schematic design to underground conduit to the water treatment facility, and provide a report detailing the advantages and disadvantages to inform and advance compliance documents and consultation with state agencies (section 106, 107, EA, etc.) that are currently in process and to be completed by others. A critical permit to the project is the Hawaii Conservation District Use Permit, which is up to a 10-month process after an environmental assessment. The design-build contractor will be responsible for the permit.
A water treatment facility, which is the only source of water in the Kalaupapa NHP, is located outside the settlement (requires escort to access) and operates from diesel-fueled generators. These engine generators burn a special blend of diesel fuel that is barged onto the island by the park, off-loaded, trucked to the remote water treatment facility location, and transferred into a large fuel storage tank at the pump house annually. This project will convert the water treatment facility pump house from power from diesel-fueled generators to grid-connected electricity to provide long-term reliable water service for the settlement. In addition, connecting the pump house to the electrical grid will greatly reduce the hazards associated with onsite refueling, long-term fuel storage, and continuous fuel usage above the regional Molokai water reservoir.
An above ground reroute of the power distribution system along Airport Road is also required to remove above ground equipment and poles currently located through archeological and cultural sites (including a large Hawaiian temple/sacred site, or heiau). This includes a realignment of the existing single-phase overhead distribution line to the airport and further on to the lighthouse to a new route along the roadside, to make distribution lines easier to access. Replaced distribution poles will be demolished and cut down at grade (soil or rock). New poles along the roadside will be installed on poles with heights and spacing matching the existing settlement distribution system.
Submittal Contents: Interested (small and large) businesses should submit the following information:
