About this file
This document is an Exhibit B Performance Requirements and Scoring Matrix for WSDA Request for Quotation K6624, issued by the Washington State Department of Agriculture, for an automated nucleic acid extraction platform. WSDA's Food Safety & Consumer Services Laboratory seeks to procure a system capable of automated purification of DNA and RNA suitable for real-time PCR and next-generation sequencing workflows, with processing capacity for 1 to 48 samples per run. The system must feature magnetic particle-based extraction technology, integrated barcode reader functionality, automated sample tracking, compatibility with liquid handling systems, and built-in safeguards including camera-based verification and visual indicators for operational reliability. The equipment must be delivered and installed by June 29, 2026, with the contract period tentatively beginning June 1, 2026, and concluding December 30, 2026, subject to possible amendment and extension at WSDA's discretion. The contract does not anticipate contractor involvement beyond June 30, 2026.
The anticipated budget for this solicitation is $50,000 (excluding sales tax and tariffs), provided as a fixed-price, deliverable-based purchase order contract. Minimum bidder qualifications include current Washington State Statewide Vendor status or willingness to obtain it within 30 days of award, a minimum of ten years' experience in laboratory instrument manufacturing or services, and at least three non-bidder-owned customer references demonstrating similar services within the preceding thirty-six months. Evaluation will be scored on mandatory and desirable criteria, including equipment delivery (pass/fail), system requirements compliance (100 points), small or veteran-owned business status (10 points), price (25 points), and Executive Order 18-03 compliance (5 points). Vendors are encouraged to include proposals for on-site and virtual training, installation support, and detailed preventive maintenance service contracts with pricing for five years post-warranty.

Project Description (requirements)
The Washington State Department of Agriculture (WSDA) Food Safety & Consumer Services Laboratory provides regulatory testing services to protect public health. The laboratory conducts analysis of a wide range of matrices, including dairy products, human food, pet food, animal feed, cannabis, farm water, and environmental samples.
To enhance rapid pathogen detection capacity and support high-throughput, quality-controlled molecular testing workflows, WSDA is soliciting proposals for an automated nucleic acid extraction platform.
The selected system will support PCR and next-generation sequencing (NGS) workflows and must accommodate diverse sample types while improving efficiency, reproducibility, and biosafety with the following features:
1. The proposed system must provide automated purification of nucleic acids (DNA and RNA) suitable for downstream real-time PCR and NGS applications.
2. Flexible processing capacity ranging from 1 to 48 samples processed in a single run.
3. Use of low elution volume formats to maximize nucleic acid concentration, and availability of heated elution to improve nucleic acid recovery
4. Magnetic particle-based extraction or similar technology that transfers beads through enclosed cartridges to minimize contamination risk.
5. Integrated barcode reader capable of scanning: Sample identifiers, Reagent kit barcodes, and Lot numbers.
6. Automated sample tracking and data management capabilities
7. Compatibility with automated liquid handling systems for integration into upstream and downstream workflows.
8. Reduction of manual intervention, requiring only sample loading and system initiation
9. The system must include built-in safeguards to ensure operational reliability, including integrated camera-based or equivalent system to verify correct placement of cartridges and consumables prior to run initiation; visual indicators (e.g., LED or equivalent) to confirm proper deck setup; features designed to reduce splash, aerosol generation, clogging, and cross-contamination etc.
10. Form Factor and Installation Requirements: compact, benchtop configuration suitable for laboratories with limited space; using standard electrical outlets (no specialized infrastructure required); installation must not require facility modification or specialized utilities.
11. Operational Efficiency and Maintenance: the system should demonstrate low energy consumption; require minimal installation and calibration procedures; require minimal routine maintenance; include vendor-supported service and maintenance options
12. Delivery and Implementation Requirements (Mandatory): the system must be delivered and installed no later than June 29, 2026, and Vendors must explicitly confirm in their proposal their ability to meet this delivery time.
Desirables:
Vendors are strongly encouraged to include:
1. Training
· On-site and/or virtual training for laboratory staff
· Initial installation support and user onboarding
2. Service & Maintenance
· Detailed pricing for preventive maintenance/service contracts for 5 years post-warranty
· Description of service response times, technical support availability, and parts coverage Details pricing for associated lab supplies, reagents and testing kits
Performance:
The period of performance of any contract awarded as a result of this Letter to Request Bids is tentatively scheduled to begin on or about 06/01/2026 and be in force through 12/30/2026 with possible amendments extending the period of performance.
Although WSDA does not represent or guarantee any minimum purchase from the Contract, WSDA anticipates a $50,000 budget (excluding sale tax and tariffs) for the term of this solicitation. The WSDA does not anticipate the selected contractor’s involvement beyond 06/30/2026. However, if WSDA determines it is necessary to increase the contractor’s involvement, WSDA may amend any awarded contract to increase the contractor’s involvement. Such an amendment, if any, to increase or decrease the dollar value and extend the period of performance shall be at the sole discretion of WSDA.
Contractor Qualifications:
The bidding is open to individuals or organizations that meet the following minimum criteria:
1. Bidder must have a current Statewide Vendor number for the State of Washington with 30-day payment terms or be willing to sign up as a Statewide Vendor within 30 days of being awarded a contract. Statewide Vendor number must be assigned prior to request for payment related to any contract. https://ofm.wa.gov/it-systems/statewide-vendorpayeeservices/
2. Bidder must have a minimum of ten (10) years of experience providing laboratory instrument manufacturing/services.
3. Bidder must have at least three (3) non-bidder owned customer references for whom the Bidder has provided similar services during the past thirty-six (36) months preceding the bid due date.
Bidders who do not meet these minimum qualifications shall be deemed to be non-responsive and therefore will not be evaluated or assigned a score.
Bids will be evaluated by WSDA based on the response to the information requested above.
All items must be addressed for the bid to be considered responsive.
Project Deliverables:
It is WSDA’s desire to enter into a fixed price, deliverable-based purchase order contract with a Proposer to provide the services requested in this Letter to Request Bids. The proposed fee must be an all-inclusive fee based on the total costs for providing the system.
All deliverables will be considered “completed” when the approving authority for WSDA has received the deliverable from the Vendor, thoroughly tested it with the assistance of the WSDA project team, and has signed-off on the deliverable in writing.
