About this file

This is a Performance Requirements and Scoring Matrix document for the Washington State Department of Agriculture (WSDA) Competitive Solicitation No. K6623, which requests a Fourier transform infrared spectroscopy system or similar technology for microorganism strain typing. The WSDA Food Safety & Consumer Services Laboratory seeks a compact, automated immunoassay system to enhance rapid pathogen detection capacity and support high-throughput testing for dairy products, human food, pet food, animal feed, cannabis, farm water, and environmental samples. The system must be capable of differentiating microbial strains and subtypes, processing up to 96 sample spots per run with fully automated analysis completed within approximately 180 minutes, and must operate on standard electrical outlets without requiring specialized infrastructure. The instrument must include dedicated software supporting multiple clustering algorithms and capable of generating results in multiple formats including dendrogram trees, distance matrices, and 2D/3D scatter plots with LIMS compatibility. The contract period is tentatively scheduled to begin June 1, 2026, and extend through December 30, 2026, with the system required to be delivered on or before June 29, 2026. WSDA anticipates minimal contractor involvement beyond July 13, 2026, though the contract may be amended at WSDA's discretion.

The anticipated budget for this solicitation is $65,000, excluding sales tax and tariffs, on a fixed-price, deliverable-based purchase order contract. Evaluation will be based on mandatory pass/fail criteria including on-time delivery by June 30, 2026, and mandatory scored criteria worth 100 points covering system requirements, with additional points available for small or veteran-owned business status (10 points), price (25 points), and Executive Order 18-03 compliance (5 points). Bidders must meet minimum qualifications including current or pending Statewide Vendor number status with 30-day payment terms, a minimum of ten years of experience in laboratory instrument manufacturing or services, and at least three non-bidder-owned customer references from the preceding 36 months. Desirable elements include on-site or virtual training, installation support, and detailed pricing for preventive maintenance contracts, service response times, technical support, and associated lab supplies and reagents.

Project Description (requirements)

The WSDA Food Safety & Consumer Services Laboratory provides regulatory testing services to protect public health, including analysis of dairy products, human food, pet food, animal feed, cannabis, farm water, and environmental samples. To enhance rapid pathogen detection capacity and support high-throughput, quality-controlled testing, the laboratory is soliciting bids for a compact, automated immunoassay system.

Vendors must clearly demonstrate that the proposed system meets or exceeds the following requirements:

1. Purpose & Analytical Capability

· Capability of differentiating microbial strains/subtypes following species identification

· Suitable for applications such as outbreak investigation, source tracking, and research

2. Throughput & Performance

· Capable of processing and analyzing up to 96 sample spots per run

· Fully automated analysis completed within approximately 180 minutes (“real-time” analysis)

3. Form Factor & Installation

· Compact, benchtop instrument suitable for laboratories with limited space

· Operates on standard electrical outlets (no specialized infrastructure required)

4. Data Analysis & Software

· Dedicated, user-friendly software for microbial strain typing analysis

· Supports multiple clustering algorithms, distance metrics, and linkage methods

· Capable of generating results in multiple formats, including:

· Dendrogram trees

· Distance matrices

· 2D and 3D scatter plots with customizable colors and symbols

· Data export compatible with Laboratory Information Management Systems (LIMS)

5. Quality Assurance

· Includes an easy-to-use Performance Qualification (PQ) test

· PQ test can be performed by end-users to verify optimal instrument performance and system parameters

6. System Components

· Integrated or dedicated computer/data analysis module

· Printer for result documentation

7. Operational Efficiency

· Low energy consumption

· Minimal installation, calibration, and maintenance requirements

8. Delivery Requirement (Mandatory)

· System must be delivered on or before June 29, 2026

· Vendors must explicitly confirm their ability to meet this deadline

Desirables:

Vendors are strongly encouraged to include:

1. Training

· On-site and/or virtual training for laboratory staff

· Initial installation support and user onboarding

2. Service & Maintenance

· Detailed pricing for preventive maintenance/service contracts for 5 years post-warranty

· Description of service response times, technical support availability, and parts coverage

· Details pricing for associated lab supplies, reagents and testing kits Performance:

The period of performance of any contract awarded as a result of this Letter to Request Bids is tentatively scheduled to begin on or about 06/01/2026 and be in force through 12/30/2026 with possible amendments extending the period of performance.

Although WSDA does not represent or guarantee any minimum purchase from the Contract, WSDA anticipates a $65,000 budget (excluding sale tax and tariffs) for the term of this solicitation. The WSDA does not anticipate the selected contractor’s involvement beyond 07/13/2026. However, if WSDA determines it is necessary to increase the contractor’s involvement, WSDA may amend any awarded contract to increase the contractor’s involvement. Such an amendment, if any, to increase or decrease the dollar value and extend the period of performance shall be at the sole discretion of WSDA.

Contractor Qualifications:

The bidding is open to individuals or organizations that meet the following minimum criteria:

1. Bidder must have a current Statewide Vendor number for the State of Washington with 30-day payment terms or be willing to sign up as a Statewide Vendor within 30 days of being awarded a contract. Statewide Vendor number must be assigned prior to request for payment related to any contract. https://ofm.wa.gov/it-systems/statewide-vendorpayeeservices/

2. Bidder must have a minimum of ten (10) years of experience providing laboratory instrument manufacturing/services.

3. Bidder must have at least three (3) non-bidder owned customer references for whom the Bidder has provided similar services during the past thirty-six (36) months preceding the bid due date.

Bidders who do not meet these minimum qualifications shall be deemed to be non-responsive and therefore will not be evaluated or assigned a score.

Bids will be evaluated by WSDA based on the response to the information requested above.

All items must be addressed for the bid to be considered responsive.

Project Deliverables:

It is WSDA’s desire to enter into a fixed price, deliverable-based purchase order contract with a Proposer to provide the services requested in this Letter to Request Bids. The proposed fee must be an all-inclusive fee based on the total costs for providing the system.

All deliverables will be considered “completed” when the approving authority for WSDA has received the deliverable from the Vendor, thoroughly tested it with the assistance of the WSDA project team, and has signed-off on the deliverable in writing.
