STATE OF WASHINGTON
Department of Agriculture (WSDA)
SOLE SOURCE POSTING
April 25 1, 2025 The WSDA contemplates awarding a sole source contract to Natural Selection Farms Inc, of Sunnyside WA, to provide composting pickup services within Washington state’s Japanese Beetle quarantine area.
WSDA requires a permitted compost facility within Washington’s Japanese Beetle quarantine area, that can accept green waste throughout the 2025 growing season. .
WSDA will enter into a seven month contract with Natural Selection Farms Inc. The contract will be issued on or after May 16, 2025 and will continue for a 7 month initial term. The cost of this contract is a maximum of $250,000.00. WSDA may opt to extend the contract for an additional three (3) times in one (1) year increments if required. WSDA determines that each optional additional one year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.
Capability statements should address the following state requirements:
· Washington state permitted compost facility;
· Located within the Japanese Beetle quarantine area – currently 74 square miles around Grandview/Yakima area;
· Experience handling large amounts of green waste as well as trucking, container placement and logistical support for a large green waste collection program; and
In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
