About this file
I apologize, but I cannot fully summarize the document as the actual contents of the file "K5981 Albas Excavating SoleSourceLegalNotice.docx" are not provided in the text. However, based on the related state and local contract opportunity description, I can provide a summary of the available information:
The document appears to be a sole source legal notice for Washington State involving Alba's Excavating, which will provide a specialized green waste collection site focused on managing Japanese Beetle quarantined green waste. The project supports local composting efforts within a designated quarantine area, indicating a targeted environmental management initiative aimed at controlling invasive species spread while simultaneously supporting waste recycling processes.
The sole source nature of the contract suggests that Alba's Excavating has been uniquely identified as the preferred or only qualified vendor for this specific green waste management service. While detailed pricing, contract duration, and specific terms are not evident from the provided information, the document indicates a localized environmental service contract with potentially significant ecological management implications for the Washington State region.

STATE OF WASHINGTON
Department of Agriculture (WSDA)
SOLE SOURCE POSTING
April 25 1, 2025 The WSDA contemplates awarding a sole source contract to Alba’s Excavating, of Grandview, WA, to provide green waste management services within Washington state’s Japanese Beetle quarantine area.
WSDA requires an additional green waste drop off site within Washington’s Japanese Beetle quarantine area, that can accept green waste throughout the 2025 growing season. .
WSDA will enter into a nine month contract with Alba’s Excavating. The contract will be issued on or after May 16, 2025 and will continue for a 9 month initial term. The cost of this contract is a maximum of $250,000.00. WSDA may opt to extend the contract for an additional three (3) times in one (1) year increments if required. WSDA determines that each optional additional one year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.
Capability statements should address the following state requirements:
· Washington state green waste facility;
· Located within the Japanese Beetle quarantine area – currently 127 square miles around Grandview/Yakima area;
· Experience handling large amounts of green waste as well as trucking, container placement and logistical support for a large green waste collection program; and
In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
