PROGRAM BACKGROUND

CECOM SAMD administers and manages FMS cases including requirements for Partner Nations and entities. CECOM SAMD’s goal is to satisfy customer requirements for Ultra-High Frequency (UHF) tactical satellite radio systems to support the North Atlantic Treaty Organization (NATO) Communications Information Agency (NCIA).

REQUIRED CAPABILITIES

The purpose of this market research/sources sought is to identify interested sources that are certified and able to deliver required hardware and software to support the NATO tactical satellite network.

The contractor shall deliver up to five-hundred seventeen (517) required deployable, man-portable, and mobile configurations of ruggedized dual channel UHF tactical satellite radio terminal equipment to NCIA in three (3) batches over a 36-month period (or sooner if possible.) The first batch of one-hundred fifty (150) systems shall be delivered within twelve (12) months of contract award, and the next two batches of one-hundred eighty-four (184) and one-hundred eighty-three

(183) shall be delivered over the next twelve (12) and twenty-four (24) months (or as soon as the contractor is able.) Contractor personnel supporting system development/delivery shall be clearable to the NATO Secret level. Radio systems shall consist of a receiver-transmitter that is a single sealed chassis with dual channel capability. At a minimum, delivered radio systems shall meet the following technical requirements:

-UHF SATCOM transmit frequency operating range: 291,000 to 318.300 MHz -UHF SATCOM receive frequency operating range: 243.000 to 270.000 MHz -The man-portable dismounted backpack configuration shall transmit in both channels simultaneously at 20 watts using internal system amplification (i.e. without the aid of one or more external amplifiers.)

-Radio systems shall be Joint Interoperability Test Command (JITC)-certified to transmit and receive the NATO Integrated Waveform (IWF reference STANAG 4681).

-Radio systems shall be approved for U.S. Type 1 secure communications and approved for NATO SECAN (Military Committee Communications Security and Evaluation Agency) secure communications.

Radio systems, and the accompanying deployable, man-portable, and mobile configurations of ancillary equipment (including but not limited to antennas, power supplies, battery chargers, cables, hand and headsets), shall be delivered with hard side cases that include molded foam inserts. Radio systems and ancillary equipment for each of the three configurations shall be kitted for packing within the hard side cases designed to secure equipment for tactical movement.

Request responses include a plan for demonstrating at vendor cost and at the vendor’s site that the candidate ruggedized dual channel UHF tactical satellite radio terminal satisfies the above specifications. Also request the demonstration illustrate candidate man-portable, mobile, and deployable headquarters site configuration operations with accessories using battery power and an AC/DC power supply attachment, push-to-talk (PTT) handset, PTT headset, speaker, VHF low, VHF high/UHF, and SATCOM antenna systems, and rugged shock mounts as appropriate.

Furthermore, request the demonstration illustrate the function of candidate single and eight (8) bay battery chargers. Should the Government elect to issue an RFP, request these demonstrations occur prior to RFP issuance. A checklist to be used by US Government witness is attached.

Request responses include Rough Order of Magnitude (ROM) price and availability (P&A) information for the equipment and deliveries described.
