About this file
This is a Class Justification and Approval (J&A) document for a limited sources procurement by the Naval Surface Warfare Center Philadelphia Division of the Department of the Navy.
The Naval Sea Systems Command seeks to award a Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity Multiple Award Contract (MAC) on a limited sources basis to Rolls-Royce Marine North America (RRMNA) Authorized Maintenance Repair and Overhaul Centers (AMROC) for depot-level repair services of U.S. Navy 501-K17 Marine Gas Turbine Engines (MGT). The contract covers repair services for a maximum of thirty (30) MGTs, thirty (30) MGT Compressor assemblies, and ten (10) MGT Power Turbines, with contract line items also covering repair of the 501-K17 MGT Compressor (NSN 2835-01-286-4790) and the 501-K17 MGT Power Turbine (NSN 2835-01-243-3722). The services include engine component repair and replacement, performance testing, and delivery of defect-free engines to operators for use on CG-47 Class ships. The total estimated contract value is redacted, with budgeted funding from FY25-FY30 Operation & Maintenance, Navy. The ordering period is five (5) years from the date of award, with a five-year budget breakdown provided by fiscal year across four contract line items (CLIN 0001 for MGTE Repair, CLIN 0002 for K17 SAC Repair, CLIN 0003 for K17 PT Repair, and CLIN 0004 for Over and Above services).
The justification for limited sources procurement is based on 10 U.S.C. 3204(a)(1), as RRMNA is the Original Equipment Manufacturer possessing all proprietary rights and design details necessary to produce and repair 501-K17 MGT components. Only two RRMNA AMROC holders are identified as technically capable: Canadian Commercial Corporation (CCC) in Winnipeg, Canada (CAGE 36213, Large Business) and RWG (Repair and Overhauls) USA, Inc. in Houston, Texas (CAGE 1W5D9, Large Business). Market research was conducted, including publication of a Request for Information/Sources Sought notice on SAM.gov (22 OCT 2024 closed 29 NOV 2024) and a synopsis on 28 FEB 2024, with only Standard Aero Energy, Inc. responding. The contract will be reviewed annually to ensure RRMNA AMROC holders remain the only qualified sources, and the resulting MAC will include rolling admission procedures allowing qualified offerors to be added periodically. Fair and reasonable pricing will be determined through cost and pricing analysis of contractor proposals.

Contractor’s proposal. The Contracting Officer will use cost and pricing analysis as the basis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Future Competition.
All orders issued will be reviewed annually by the Contracting Officer to ensure that RRMNA AMROC holders are still the only companies that can satisfy agency requirements. Orders will only be placed for the repair of the U.S. Navy 501-K17 MGTEs to RRMNA AMROC holders.
NSWCPD will continue to monitor the marketplace for any additional sources that are qualified under the RRMNA AMROC agreement. Any sources discovered that may potentially satisfy this specific procurement will be taken into account for any future requirements. Additionally, the resulting MAC will utilize rolling admission (open season) procedures whereby qualified offerors can be added to the program on a periodic basis.
