About this file
This is a bid specification document for the State of Maine soliciting heating fuel for all state agencies for the 2011/2012 contract term. The contract covers the supply and delivery of heating fuel (heating oil, diesel, and kerosene) to multiple state agency locations throughout Maine. The solicitation requires bidders to provide pricing for fuel delivery on an as-needed basis to designated state facilities, with fuel quality and delivery schedule specifications outlined in the bid documents. The contract term is for one year (2011/2012) with potential renewal options at the state's discretion. Bidders are required to submit sealed bids by the specified deadline, and the state reserves the right to award to one or multiple vendors based on competitive pricing and capability to service all designated locations.
The bid specification establishes pricing terms on a per-gallon basis, with pricing adjustments potentially tied to market conditions or index pricing mechanisms. The specification may include set-asides or preferences for Maine-based fuel suppliers or businesses. The contract will be awarded to the vendor or vendors offering the most competitive pricing while meeting all quality and delivery requirements. Funding for this contract derives from individual state agency budgets that utilize heating fuel, with costs distributed across multiple state departments. The specification document details all technical requirements, delivery obligations, fuel quality standards, billing procedures, and any other salient contractual terms necessary for fuel suppliers to prepare accurate and compliant bids.
