About this file

This document is a Statement of Work (SOW) that defines the tasks to be performed by a commercial contractor to provide a ship, labor, and equipment in support of the End-to-End Mission Validation Event (VALENT) for the National Aeronautics and Space Administration (NASA). The primary purpose of VALENT is for the Department of Defense (DoD) to validate the time and number of rescue personnel required to perform Flight Crew Rescue and Command Module (CM) Retrieval in the event the CM lands at a site and/or time other than the Nominal End of Mission (NEOM) landing. The contractor shall provide a commercial ship capable of transporting the Command Module Training Article (CMTA), Ground Support Equipment (GSE), and personnel to designated drop zones in the Atlantic Ocean off the coast of Cape Canaveral Air Force Station for two separate 12-hour training events. The contractor must meet specific requirements for the ship's capabilities, including an A-frame for lifting the CMTA, tugger winch, deck space, and electrical and fresh water interfaces. The SOW outlines the tasks, ground rules, assumptions, and place of performance for the VALENT mission event demonstration.

1. SCOPE

This statement of work (SOW) defines the tasks to be performed by commercial contractor to provide ship, labor, and equipment for supporting Exploration Ground Systems (EGS) Landing & Recovery (L&R) operations to transport the Command Module Training Article (CMTA) to designate drop zones for open water simulation training with the CMTA using L&R personnel and required Ground Support Equipment (GSE) for DoD training of rescue personnel. The commercial ship selected will be leased and required to support, deliver, and perform the following tasks described herein this SOW.

1.1 Purpose

The purpose of this SOW is to obtain commercial ship support for the execution of the End-to- End mission Validation Event (VALENT). All other objectives are secondary and on a best effort basis. This SOW details the overall testing tasks, required equipment and personnel and the roles and responsibilities of various organizations and agencies to perform VALENT.

VALENT will demonstrate the ability for NASA and DoD teams to render assistance to the Artemis flight crew in the event of an abort. The DoD to validate the time and number of rescue personnel required to perform Flight Crew Rescue and CM Retrieval in the event the CM lands at a site and/or time other than the NEOM landing.

2. Deliverables

This SOW defines the primary tasks to be performed by the contractor for use of commercial ship and denotes the requirements, terms, and conditions specified for this activity.

L&R Operations request least and use of commercial ship with adequate support services and capabilities (reference requirements in Appendix A) to transport the CMTA to two designate drop zones for water rescue training with the CMTA, personnel and required GSE in open water for DoD training of rescue personnel. The ship will need to be capable of transiting CMTA, GSE, and personnel out to open ocean water environment (reference section 3.1 for designated Drop Zones (DZ)), placing the CMTA into the ocean for training and recovering of CMTA back onto the ship post-training. The ship will need to support pier-side loading/unloading operations in Port Canaveral Trident Turn Basin for open water training and be available to support 2 each, 12-hour open water test days and 1 each backup weather contingency day for each test day (reference Appendix B schedule).

The contractor shall include a total cost to lease the commercial ship to support VALENT for the previously outlined period of time for total 9 days (reference schedule in Appendix B). The cost will include all support services, lifts, personnel, fuel, and other ship expenses needed to successfully complete the VALENT simulation events (reference Appendix B). The contractor shall meet the technical requirements and standards as specified in the SOW.

2.1 Tasks

Execution of the VALENT training exercise will require coordination and approvals of the DoD, Navy, and the Cape Canaveral Space Force Station (CCAFS) Naval Ordnance Test Unit (NOTU) Base Operations for commercial ship entry and access to the Trident Turn Basin Submarine Wharf. The NOTU operates the Navy Port at Port Canaveral and permissions to access wharf and pier facilities will be provided by the DoD to support transport of the CMTA, GSE, support, hardware, equipment, and personnel to/from the pier to the designated training drop zones.

The commercial ship shall provide access for pier side hoisting operations from the Wharf pier to/from the deck of the ship with the L&R Ops Team Mobile Crane to support VALENT.

VALENT will be split into two separate demonstration events covering different Abort Scenarios:

1. Ascent Abort Event #1 (~12-nautical miles offshore from Port Canaveral) – Commercial ship to provide access to the deck of the ship for the L&R Ops Team to provide configuration support for the CMTA, inspect hoisting equipment and use support equipment for use on/off the deck of ship as required. For this daylong event, the ship crane will travel to the designate drop zone and hoist open water equipment and the CMTA in/out water for simulation training, standby during simulation testing and return to port the same day.

2. Pad Abort Event #2 (~3-nautical miles offshore from Port Canaveral) – Commercial ship to provide access to the deck of the ship for the L&R Ops Team to provide configuration support for the CMTA, inspect hoisting equipment and use support equipment for use on/off the deck of ship as required. For this daylong event, the ship crane will travel to the designate drop zone and hoist open water equipment and the CMTA in/out water for simulation training, standby during testing, and return to port the same day.

The contractor of the commercial ship will need to meet and support the Ground Rules & Assumptions requirements. The Contractor shall furnish all required labor, tools, equipment, materials, transportation, management, and supervision necessary for the performance of all operations to meet VALENT objectives.

Note that the VALENT Training exercise consists of multiple NASA Agencies (Kennedy Space Center & Johnson Space Center), Navy, 45th Operations Group Human Space Flight Support (HSFS) and DoD Rescue Forces. The L&R Operations support derives from the Consolidated Operations, Management, Engineering Contract (COMET) Team and JSC Neutral Buoyancy Lab (NBL) Diver Training team to execute equipment readiness and open water training support.

2.2 Ground Rules and Assumptions

2.2.1 The contractor shall provide a Program Manager or point of contact who shall be responsible for the commercial ship access and use.

2.2.2 Media Usage. NASA Public Affairs may work with the contractor to access commercial ship for video or photographic documentation on the commercial ship during VALENT simulations.
