About this file
This is a Sources Sought notice for commercially available K-12 curriculum and customization services tailored for newcomer and migrant students. The Office of Refugee Resettlement (ORR) is conducting market research under NAICS 611710 (Educational Support Services) to identify GSA Schedule contractors capable of providing both off-the-shelf curriculum materials and professional instructional design services. The target population includes K-12 newcomers, immigrant children, and migrant youth with varying English Language Proficiency levels, interrupted formal education backgrounds, and high transience requiring flexible, modular learning units. The curriculum must be trauma-informed, integrate social-emotional learning, and include child assessments at initial placement, every 30 days, and upon exit. It must be customizable across multiple ORR-funded residential care settings including shelters, secure care, long-term foster care, therapeutic care sites, and potential home-schooling models.
Interested vendors must hold an active GSA Schedule contract with SIN 611710 and submit a capability statement not exceeding five pages, along with detailed responses to 23 technical questions addressing curriculum design, evidence base, instructional materials, assessment mechanisms, teacher support, implementation timelines, technology platforms, data privacy, accessibility features, pricing structures, and past performance. Required deliverables include a commercial base K-12 ELL/newcomer curriculum spanning elementary through high school with multilingual support, embedded formative assessments, and teacher materials; customization and modification services to align with state or federal English Language Proficiency standards (WIDA, ELPA21); accommodations for variable enrollment cycles; integration of regional cultural contexts and safety/health literacy modules; deployment on agency-preferred platforms; and training and ongoing technical support. Vendors should provide sample materials, implementation plans, standards alignment documentation, and examples of educational staff convenings conducted. The Sources Sought does not specify response deadlines, award dates, or pricing terms, as this is preliminary market research preceding formal solicitation.
