Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 341 Contracting Squadron

Project/Program Name: K-01 Conduit Repair

Purchase Request / Local ID Number: FA4626-20-R-0009

Estimated Contract Cost (including Options): $163,806.30

Section B: Description of the Supplies/Services Required

Contractor is to excavate from a depth of approximately two-feet to twenty-five feet and replace or repair conduit as required, repair of conduit includes any required cleaning to allow free installation of electrical feeder. Upon completion of conduit repairs contractor is to restore site to pre-excavation condition.

Section C: Justification for Soliciting from a Single Source or Brand Name

Investigative report for required repairs and depth of repairs was compiled by Mr. Ryan Yurek of Williamson Fence; sense the completion of the investigative report Mr. Yurek has started his own business “BRY Enterprise, LLC”. In accordance with FAR 6.301-1(a)(2)(iii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The Contracting Officer has determined that this follow-on project meets the requirements of 6.302-1 (a)(2)(iii) a and b. The Government estimates that it would have a duplication in costs of $10,000.00 associated with the required validation of scoping the location, depth measuring, and route of the existing conduit and other critical utilities within the construction zone prior to actual commencement of excavation activities. The contract FA462619RA052 was awarded for the investigative services prior to this requirement in the amount of $8,170.00. Awarding this follow-on contract to a company other than BRY Enterprise, LLC would increase the Government estimate to make actual repairs from $163,806.30 to approximately $173,806.30 and overall the Government would have paid $18,170.00 in total for investigative services.

Section D: Efforts to Obtain Competition

Although the Contracting Officer conducted market research to identify other companies that could be capable of possible completion of the project requirements none were capable of actual completion without the government incurring a duplication of costs associated with the investigate portion of the project.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future requirements will be procured using a single awarded contract that includes both the initial investigative requirements and the actual repair and replacement of the conduits.
