About this file

This is a Statement of Need/Salient Characteristics for federal contract N0016426Q0232 outlining requirements for four High Voltage Multi-Functional Electronic Loads procured on a "Brand Name or Equivalent" basis, with the Kikusui PLZ2005WH2 as the reference standard.

The Government requires four electronic loads with Item Unique Identification (IUID) labels affixed by the vendor, with all shipping and handling costs included in the quoted price. Minimum technical specifications mandate a 2,000-Watt power rating, 40 Ampere current rating (acceptable range 40–60 Amperes), and operating voltage capabilities including minimum operating voltage of 1.5 Volts or less for current flow initiation, 10 Volts or less for rated current maintenance, and 1,000 Volts or higher for rated power control. DC input terminal isolation voltage requirements specify plus or minus 1,000 Volts or higher for positive pin isolation and plus or minus 900 Volts or higher for negative pin isolation. The loads must support three operating modes with specific tolerances: Constant Current (CC) mode operating from 0–40 Amperes with 0.001 Amperes resolution and ±(0.2% of setting plus 0.1% of rating) accuracy, plus adjustable slew rate from 0.004 to 4 Amperes per microsecond; Constant Resistance (CR) mode with at least one range offering 1 Siemens to 0 Siemens controllable conductance, 0.00002 Siemens resolution, and ±(0.5% of setting plus 0.5% of rated current) accuracy with remote sensing capability; and Constant Power (CP) mode from 0–2,000 Watts with 0.05 Watts resolution and ±(0.5% of rated power plus 0.4 Amperes multiplied by remote sense voltage) accuracy with remote sensing. External analog voltage control input must function across all three modes with input impedance greater than or equal to 10 kilo-ohms and 0–10 Volts controlling 0–100 percent of respective ratings, maintaining ±1 percent of rating accuracy for Constant Current mode. The loads must be active production models currently supported by the Original Equipment Manufacturer (OEM) with repair and service capability available, and the same brand and models must be procurable in the future; discontinued brands, obsolete models, or those lacking OEM support are unacceptable.

STATEMENT OF NEED / SALIENT CHARACTERISTICS – N0016426Q0232

1.0 General Overview

The Government has a requirement for four (4) High Voltage MulƟ-FuncƟonal Electronic Loads. This procurement is conducted on a "Brand Name or Equivalent" basis. The reference brand name is the Kikusui PLZ2005WH2. Any quoted equivalent must meet or exceed the following minimum salient characterisƟcs and specificaƟons.

2.0 General Requirements and Delivery

a) QuanƟty: Four (4) each.

b) Item Unique IdenƟficaƟon (IUID): The vendor must include the cost of and affix an IUID label for each electronic load.

c) Shipping: The total quoted price must include all shipping and handling costs.

3.0 Minimum Technical SpecificaƟons (Salient CharacterisƟcs)

3.1 Power, Voltage, and Current RaƟngs

a) Power RaƟng: Must be rated for 2,000 WaƩs (where power is equal to the voltage across load terminals mulƟplied by the load current).

b) Current RaƟng: Must be rated for 40 Amperes (an acceptable current raƟng range is between 40 Amperes and 60 Amperes maximum). If the unit supports mulƟple ranges for Constant Current mode, at least one range must be rated within the 40 Amperes to 60 Amperes requirement.

c) OperaƟng Voltage:

1) Minimum operaƟng voltage (when current begins to flow) must be 1.5 Volts or less.

2) Minimum operaƟng voltage (when the load can maintain control at rated current) must be 10 Volts or less.

3) Maximum operaƟng voltage (when the load can maintain control at rated power) must be 1,000 Volts or higher.

d) DC Input Terminal IsolaƟon Voltage:

1) PosiƟve pin isolaƟon: plus or minus 1,000 Volts or higher.

2) NegaƟve pin isolaƟon: plus or minus 900 Volts or higher.

3.2 Required OperaƟng Modes and Tolerances

a) The electronic load must support Constant Current (CC), Constant Resistance (CR), and Constant Power (CP) modes meeƟng the following specific performance criteria:

b) Constant Current (CC) Mode Requirements:

1) OperaƟng Range: 0 Amperes to 40 Amperes (or up to 60 Amperes maximum).

2) ResoluƟon: Less than or equal to 0.001 Amperes.

3) Seƫng Accuracy: Less than or equal to plus or minus (0.2 percent of seƫng plus 0.1 percent of raƟng).

4) Slew Rate: When in Constant Current mode, the operaƟng range of the slew rate must be adjustable from 0.004 Amperes per microsecond to 4 Amperes per microsecond.

c) Constant Resistance (CR) Mode Requirements:

1) OperaƟng Range: At least one Constant Resistance mode range must be available (two or more ranges are preferred). One of the ranges must have a controllable conductance from 1 Siemens to 0 Siemens.

2) ResoluƟon: Less than or equal to 0.00002 Siemens.

3) Seƫng Accuracy: Less than or equal to plus or minus (0.5 percent of seƫng plus 0.5 percent of rated current) when measured at the sensing point during remote sensing.

4) Remote Sensing: Must support remote sensing of the voltage across the device under test.

d) Constant Power (CP) Mode Requirements:

1) OperaƟng Range: 0 WaƩs to 2,000 WaƩs.

2) ResoluƟon: Less than or equal to 0.05 WaƩs.

3) Seƫng Accuracy: Less than or equal to plus or minus (0.5 percent of rated power plus 0.4 Amperes mulƟplied by the remote sense voltage).

4) Remote Sensing: Must support remote sensing of the voltage across the device under test.

3.3 External Analog Voltage Control Input

a) The system must support external analog voltage control input for Constant Current, Constant Resistance, and Constant Power modes with the following specificaƟons:

b) Impedance: Input impedance for the control input must be greater than or equal to 10 kilo-ohms.

c) Voltage Control Range (0 Volts to 10 Volts Input):

d) Constant Current Mode: The seƫng must be controllable in the range of 0 percent to 100 percent of the rated current through an external voltage input of 0 Volts to 10 Volts.

e) Constant Resistance Mode: The seƫng must be controllable in the range of 0 percent to 100 percent of the conductance seƫng through an external voltage input of 0 Volts to 10 Volts.

f) Constant Power Mode: The seƫng must be controllable in the range of 0 percent to 100 percent of the rated power through an external voltage input of 0 Volts to 10 Volts.

g) Control Accuracy: Seƫng accuracy for Constant Current mode while uƟlizing external analog voltage control must be less than or equal to plus or minus 1 percent of the raƟng.

3.4 Supportability

a) The required electronic loads need to be acƟve models, currently in producƟon, and able to be repaired and serviced by the OEM if needed. We need to be able to procure the same brand and models in the future. DisconƟnued brands, models no longer in producƟon, models that the OEM does not provide support for would not be acceptable.
