About this file
This is an Industry Query Notice from the Defense Information Systems Agency (DISA) seeking market intelligence to inform the development of a new Unified Cloud Marketplace (UCM) contract vehicle focused on Anything-as-a-Service (XaaS) offerings. DISA is building upon the foundational Joint Warfighting Cloud Capability (JWCC) contract by exploring acquisition strategies for a separate, dedicated contract vehicle to streamline enterprise-wide access to commercial cloud capabilities, including Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS), and non-hyperscale Infrastructure-as-a-Service (IaaS). The new marketplace will operate as a three-tiered structure: Tier 1 for hyperscalers providing core infrastructure and platform services, Tier 2 for XaaS offerings, and Tier 3 for commercial innovators and small businesses meeting Provisional Authorization standards. This initiative aims to promote competition, accelerate access to cutting-edge capabilities, and ensure equitable industry participation while maintaining stringent Department of Defense and federal security requirements.
DISA is requesting responses via a Microsoft Excel questionnaire regarding industry XaaS products and capabilities, with optional supplemental documentation not exceeding five pages, single-spaced, 12-point font with one-inch margins. Responses must be submitted via email to disa.meade.j-9.mbx.jwcc-industry-query@mail.mil by June 11, 2026, with the subject line "Industry Query Response: JWCC UCM." A key technical focus includes understanding the lifecycle, management, and accountability of security authorizations such as DISA Provisional Authorizations and FedRAMP authorizations across vendor-reseller supply chains. This is a preliminary information-gathering effort only—not a Request for Proposals—and no solicitation or contract award will result from responses. All submissions become Government property, proprietary information must be clearly marked, and respondents bear all associated costs.

INDUSTRY QUERY
The Defense Information Systems Agency (DISA) is seeking information from industry to assist with the development and planning of a potential new requirement
THIS IS AN INDUSTRY QUERY (IQ) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.
1. Overview/Purpose/ Description of Procurement: To build upon the foundational success of the Joint Warfighting Cloud Capability (JWCC) contract, the Defense Information Systems Agency (DISA) is exploring acquisition strategies for a targeted Unified Cloud Marketplace inclusive of hyperscale and non-hyperscale cloud service offerings. Recognizing the evolving cloud requirements of the Department, DISA intends to establish a new, independent contract vehicle exclusively dedicated to the rapid procurement and delivery of Anything as a Service (XaaS) (e.g., Software as a Service, Platform as a Service, and non-hyperscale Infrastructure as a Service) capabilities. This separate vehicle aims to streamline enterprise-wide access to commercial cloud capabilities, ensuring continuous modernization and mission readiness across the force.
Hyperscale Cloud Service Providers (CSPs) are defined as CSPs with a global footprint that can provide horizontal scalability with high performance, throughput, and redundancy. Scalability is typically in the millions of Central Processing Units, exabytes (one quintillion bytes) of storage, and highly available services (typically between 99.9% to 99.999% uptime). Additionally, hyperscale CSPs provide an integrated ecosystem offering interoperability (even between cloud providers), resiliency, and geographic diversity that avoid disjointed implementations, siloed data, and availability risks that arise from disparate, niche cloud efforts.
2. Scope of Effort: DISA is seeking information from companies regarding their XaaS products to understand the market dynamics and available procurement pathways for obtaining these products from service providers. The objective is to gather market intelligence on how the government might obtain a myriad of cloud capabilities on one or more contract vehicles, simplifying the acquisition and delivery of cloud service offerings across the enterprise.
3. Technical Characteristics: The government requires XaaS solutions that comply with stringent Department of War (DoW) and federal security requirements. A key technical focus of this Industry Query is understanding the lifecycle, management, and accountability of security authorizations--such as DISA Provisional Authorizations (PA) or FedRAMP authorizations--across complex vendor-reseller supply chains.
4. Requested Information: Industry partners are requested to provide responses in the attached Microsoft Excel spreadsheet “JWCC_XaaS_Industry_Query_Questionnaire”
RESPONSE GUIDELINES:
Interested parties are requested to complete the attached Excel spreadsheet questionnaire. In addition, respondents can provide additional information for their submitted responses. The additional submission should clearly reference the applicable Question ID(s) from column A in the Excel spreadsheet, as applicable and cannot exceed 5 pages (to include all diagrams, tables, pictures), single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size. Oral communications are not permissible. SAM.gov will be the sole repository for all information related to this Industry Query.
Companies who wish to respond to this Industry Query should send responses via email no later than June 11, 2026, to “disa.meade.j-9.mbx.jwcc-industry-query@mail.mil” and the email Subject Title should follow: Industry Query Response: JWCC UCM: <Company Name, Month, Year>.”
INDUSTRY DISCUSSIONS:
DISA representatives may choose to meet with potential industry partners solely for market research purposes to obtain further clarification of potential capabilities to meet the requirements, including any development and certification risks.
QUESTIONS:
Questions regarding this announcement shall be submitted in writing by e-mail to “disa.meade.j-9.mbx.jwcc-industry-query@mail.mil. Verbal questions will NOT be accepted. The Government may choose to respond to questions but does not guarantee that any or all questions will be answered. Answers to questions will be posted to SAM.gov. The Government will not reimburse companies for any costs associated with the submissions of their responses.
