About this file
This is a Justification and Approval (J&A) document for a sole source contract award under the Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside authority. The Department of Veterans Affairs seeks to award a 3-month bridge contract to Hometown Veterans Medical, LLC for home oxygen and ventilator services supporting the Augusta VA Health Care System. The contract period runs from March 1, 2026 to May 31, 2026, with an estimated total cost that is redacted in the document. The requirement includes provision of medical oxygen systems, oxygen cylinders, related accessories, delivery, setup, preventive maintenance, and repair of both contractor and government-owned equipment at veteran patient homes.
The sole source justification is based on 41 USC §3304(a)(5) and 38 U.S. Code §8127(c), which authorize non-competitive awards to certified SDVOSBs. The contracting activity is the Veterans Integrated Service Networks (VISN) 07 at Charlie Norwood VA Medical Center through the Network Contracting Office 7 in Atlanta. Market research identified 125 SDVOSBs and VOSBs capable of providing the service, with specific certified vendors including TransOx Inc., Eagle Home Medical Corp., Panakeia LLC., Hometown Veterans Medical LLC., and Veterans First Healthcare. The bridge contract is necessary to prevent service interruption while the new long-term contract procurement is finalized, with the long-term solicitation closing February 26, 2026. The contracting officer certified that anticipated costs are fair and reasonable based on current contract comparison, Independent Government Cost Estimate (IGCE), and market survey analysis.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies: Based on the current contract status for home oxygen services, there is a need to ensure that direct patient care is not interrupted.
