About this file

This document is a Justification Review for Other than Full and Open Competition (J&A) under FAR Part 6. The U.S. Army Contracting Command-Redstone is seeking approval to award a firm fixed-price contract for the renewal of licenses for Pointwise software. Pointwise is proprietary software used to prepare geometry data and generate meshes for computational fluid dynamics (CFD) analysis, which is critical for supporting the Army's airworthiness decision-making process for rotary and fixed-wing aircraft. The J&A cites the authority under FAR 6.302-1(a)(2) as Pointwise is only available from a single source. Market research determined that no other software solutions can meet the Government's specific requirements. The contract is projected to be awarded on April 30, 2024, for Fiscal Year 2024. The related federal contract opportunity is a Sole Source Synopsis for the Pointwise Software Support Renewal, which provides yearly maintenance services for the proprietary software.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Contracting Command-Redstone (CCAM-MZB-B, Modernization Directorate, Redstone Arsenal, AL 35898-5000.

2. Description of Action: The DEVCOM AvMC Systems Readiness Directorate (SRD) requests approval to award a purchase order via a new firm fixed price contract. The Government projects award for this action on 30 April, 2024, Fiscal Year 24.

3. Description of Supplies/Services: This is specialized engineering software used to prepare geometry data and generate meshes for computational fluid dynamics (CFD).

Pointwise generates meshes for all high- fidelity aerodynamic modeling in support of the Army airworthiness decision making process for Army rotary and fixed wing aircraft.

4. Authority Cited: 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(a)(2) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.

5. Reason for Authority Cited: This is a brand name specific requirement as Pointwise is proprietary software used to prepare geometry data and generate meshes for computational fluid dynamics (CFD). Pointwise accomplishes this by serving as the enabling software bridge that connects computer aided design (CAD) software and CFD flow solvers. The resulting surface meshes/volume grids are compatible with the majority of commercial CFD software packages in use by government and industry.

Pointwise is the major tool to generate meshes for all high fidelity aerodynamic modeling in support of AWR decision making process for Army rotary and fixed wing aircraft. SRD wishes to maintain as a supply item its current licenses of Pointwise as it is in the critical path for the support of Army rotorcraft and fixed wing platforms.

6. Efforts to Obtain Competition: Extensive market research was conducted and no other company was found which could meet the Government requirement. Further competition is not anticipated as the software appears to only be available through the manufacturer. Notices required by FAR 5.202 shall be published as required.

7. Actions to Increase Competition: This action was published as a request for quote on CHESS with no bids received. GSA Advantage was also checked for available competition. Additional request for quote solicitations are welcome, and any quote received for this product will be reviewed for consideration.

8. Market Research: March 2024 - Research on similar/alternate products.

Requirement capabilities must be able to use structured and unstructured meshes for

CUI//SP-SSEL

(Source Selection Information - See FAR 2.101 and 3.104-4) respective aerodynamic geometries and have the ability to generate high order meshes.

Candidates of other potential software brands reviewed are ANSYS and CCM+.

Discussion of analysis is listed below:

ANSYS Fluent (ANSYS) (https://www.ansys.com/products/fluids/ansys-fluent). Is a general-purpose computational fluid dynamics (CFD) software packages modeling fluid flow, heat and mass transfer, chemical reactions, and more. However, ANSYS only uses a single workflow providing a mesh generator and flow solver in one suite, only generates unstructured meshes and does not have the ability to generate high-order meshes

Simcenter Star CCM+ (CCM+) (https://plm.sw.siemens.com/en-US/simcenter/fluids-thermal-simulation/star-ccm): Is a general-purpose computational fluid dynamics (CFD) software packages modeling fluid flow, heat and mass transfer, chemical reactions, and more. However, CCM+ only uses a single workflow providing a mesh generator and flow solver in one suite, does not have ability to generate high-order meshes

9. Interested Sources: Cadence Design Systems, Inc., CAGE Code 0B6F5. To date, no other sources have written to express an interest. The notices required by FAR

5.201 shall be published in the SAM.gov and any proposals received shall receive due consideration in accordance with regulatory guidelines.

Searches associated with CHESS included DOD ESI site software agreement list and ITES-SW2 listing. CHESS RFI 480108 was issued on 14 Feb 2024 to 26 potential vendors on ITES-SW2. No bids were returned from this RFI and SONA 216805161 was issued on 21 Feb 2024 by CHESS. A search on GSA Advantage was also conducted that also yielded no results.

10. Other Facts: The Systems Readiness Directorate of AvMC has a long history of procurement with this software product going back 10+ years. The most recent purchase order for this software for SRD was under contract

. This contract was a sole source award under FAR Part 6.
