4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES: In accordance with FAR 8.405-

6(b) items peculiar to one manufacture, Harris Portable Radios are an integral part of the RRMC architecture within the 114th Signal Battalion and will allow this site to maintain a consistent and compatible environment. The Harris XL 185 Portable Radio will be used to support the RRMC Fire and Emergency Service (F&ES) and is already approved by security and supported by the 114th radio system. The Raven Rock Mountain Complex uses Harris radios throughout the facility to avoid purchasing multiple brands of radios. There is a need to keep the same radios due to minimal storage space of parts, the expense of having multiple standards of radios, and the difficulty and expense of stocking a multitude of different vendor’s parts. In addition to the high security standards and limited access, RRMC is solely responsible for maintenance of the equipment and supporting apparatus. The purchase of Harris Hand Held Radio equipment for RRMC is consistent with RRMC’s IT provider. The 114th Signal Battalion’s recommendation and their administrative automation configuration management standards. Over the past several years the 114th Signal Battalion has standardized its hand held radios so they are trained on repairing the Harris Radios and maintain a stock of parts that utilizes the space available and controls costs associated with that stock. Having a standardized radio also allow consistent training of users and maintaining the security of the infrastructure.

5. BEST VALUE DETERMINATION: The Contracting Officer hereby determines this action represents the best value to the Government in that it is in the Government’s best interest to have the same manufacturer repair parts to keep within consistency of the current Harris Portable Radios. Purchasing from the same manufacturer will help reduce substantial duplication of costs to the Government that is not expected to be recovered through competition. 114th Signal Battalion personnel have standardized its hand held radios so they are trained on repairing the Harris Radios and maintain a stock and control costs associated with them. The Contracting Officer will also ensure that the resulting contract award price is fair and reasonable per FAR 8.404(d) and FAR 15.404-1(b). The price will be determined fair and reasonable via one or more of the price analysis techniques described under FAR 15-404-1(b)(2).

6. MARKET RESEARCH: Based on the market research conducted, it was determined that the best market to fulfill the requirement for Harris Portable Radios services is through GSA e-buy GSA MAS Purchasing of New Electronic Equipment Category 33411, and the Government expects to receive fair and reasonable pricing based on the existence of adequate price competition performed in the award of the contract and established GSA schedules.

7. OTHER SUPPORTING FACTS: This will be procured using authorized dealers under the GSA e-buy MAS Purchasing of New Electronic Equipment Category 33411.

8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO THE
