About this file
This is a Justification for Vendor Choice memorandum from the Department of Administrative Services, Enterprise Asset Management (DAS EAM) to the State of Oregon, dated May 15, 2024. The document justifies the selection of PBS Engineering and Environmental LLC to perform a Phase 1 Environmental Site Assessment for the OLCC Warehouse and Headquarters located in Milwaukee. The work will be awarded through an existing Price Agreement (DASPS-1669) rather than through a competitive procurement process. The assignment is based on PBS Engineering and Environmental LLC's demonstrated experience with similar environmental assessment projects, including previous work performed for the State of Oregon, and the firm's capacity to complete the scope of work within the anticipated timeline.
The vendor selection was justified based on five primary criteria: the firm's experience with comparable projects, geographic availability to the Milwaukee project location, adequate staffing resources, demonstrated record of past performance, and ability to meet project schedules. No specific pricing terms, contract value, or renewal options are detailed in the memorandum. The document indicates this is a work order under an existing price agreement framework, suggesting the vendor was previously qualified and pricing was already established under the master agreement DASPS-1669.

Subject: Consultant Work Order Selection from Price Agreement DASPS-1669
The Department of Administrative Services, Enterprise Asset Management (DAS EAM), needs to contract for the Environmental Services skills of an Architectural and Engineering firm to perform a Phase 1 Environmental Site Assessment for the OLCC Warehouse and Headquarters in Milwaukee.
PBS Engineering and Environmental LLC was awarded a Work Order for this work and is well suited for the projected scope. 1. Experience of similar projects.
2. Availability to the project locale
