About this file

This document is a Justification for Other than Full and Open Competition (J&F) for the Federal Bureau of Investigation (FBI) Protective Services Section. The FBI is seeking to procure a specific tactical equipment item: the PCT60 Combi Tool from Holmatro, which is critical for the Director's Protective Detail's high-threat, heavy vehicle extrication and rapid rescue operations. The procurement is a new firm fixed-price contract with a base period from December 1, 2025, to November 30, 2026.

The justification emphasizes the PCT60's unique capabilities, including maximum spreading and cutting capacity, cordless performance, EN 13204 and NFPA 1936 compliance, IP57 environmental rating, and comprehensive vendor support ecosystem. The FBI determined this specific tool is the only one meeting their mission-critical requirements, citing that alternative tools fail to meet one or more essential criteria such as spreading/cutting force, IP rating, battery performance, or compatibility with existing apparatus. The solicitation will be a small business set-aside with a request for quotation (RFQ) published for public visibility, and the FBI plans to pursue a competitive procurement in future acquisitions.

FEDERAL BUREAU OF INVESTIGATION

MES Forced Entry Tool

Requisition Number: SHOP-PR-26-000564

Division(s): Protective Services Section

Justification for Other than Full and Open Competition

Nature and/or description of the action being approved

The Federal Bureau of Investigation's PROTECTIVE SERVICES SECTION requires the following product(s)/service(s):

Security Services

In support of Director's Protective Detail

Contract Type

New contract/agreement; Firm Fixed Price

Statutory authority permitting restricted (other than full and open) competition

The Federal Bureau of Investigation’s selected statutory authority which permits restricted (other than full and open) competition for this requirement is listed below.

41 U.S.C. 3304(a)(1), FAR 6.103-1 — Only One Responsible Source (Brand Name Specification)

Unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority

The Federal Bureau of Investigation’s qualification of the selected statutory authority which permits restricted (other than full and open) competition for this requirement is stated below.

41 U.S.C. 3304(a)(1), FAR 6.103-1 — Only One Responsible Source (Brand Name Specification)

Unique qualification(s) application:

There is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities.

Unique qualification(s) details:

The PCT60 Combi Tool (PCT60) is the only tool that meets our operation requirements for high-threat, heavy vehicle extrication and rapid rescue operations because it uniquely combines the required spreading and cutting capacity, cordless performance, proven standards compliance, rugged environmental rating, and vendor support/interoperability we need for mission success.

Alternate combi tools on the marking do no meet one or more of these mission critical criteria (spreading/cutting force, IP rating, battery performance, certified capacities, or compatible mounting/accessories), making the PCT60 the only acceptable brand /model for procurement.

The PCT60 provides maximum spreading and cutting capacity specifically targeted at heavy-duty extrications its published spreading and cutting openings and theoretical cutting forces are higher than typical mid-size combi tools used for light passenger vehicles. This ensures capability against thicker cross-sections and advanced high-strength steels found in commercial and armored vehicles. The PCT60 is part of Holmatro’s Pentheon cordless system engineered for heavy work without needing a hydraulic power unit at scene increasing deployment speed and reducing logistic complexity. This cordless capability is essential for rapid response when vehicle-powered hydraulics are unavailable, or scene access is constrained. The PCT60 is documented as EN 13204 and NFPA 1936 compliant in Holmatro literature (with published EN/NFPA classifications

and cutting capacity ratings). Procuring a non-certified alternative would increase risk because testable performance metrics would not be available to validate mission capability.

The PCT60 carries an IP57 rating in product literature, demonstrating dust and water resistance appropriate to real rescue environments (rain, roadway washdown). Many competing tools either lack a comparable IP rating or are less rugged, increasing potential for field failures. Holmatro supplies a full ecosystem (batteries, chargers, tilt-n-deploy mounts, spare tips, service network) specifically for the PCT60. Our current apparatus and stowage solutions (tilt-n-deploy mounts and specific chassis mounts) are compatible with this model, reducing retrofit cost and downtime. Alternative brands would require new mounts, spare part inventories, and additional training.

Smaller Pentheon models (PCT11/PCT14/PCT50) — insufficient maximum cutting/spreading opening or force for heavy-duty extrication scenarios required by our mission. Other manufacturers’ cordless combi tools — either lack published EN/NFPA certification for the heavy class we require, lack IP57-level protection, or have lower published theoretical cutting/spreading forces; some require hydraulic power units, which fails the cordless mobility requirement. Hydraulic only heavy combi tools — meet force requirements but fail cordless deployment requirement and increase on-scene set-up time and vehicle dependency.

Using a less-capable tool could result in extended extrication times, inability to cut/spread certain components (increasing risk to victims and rescuers), or equipment failure in adverse weather. Sustainment risk for another brand: Introducing another platform would require additional spare parts inventory, separate battery systems, separate training, and potential apparatus retrofits — increasing long-term cost and readiness gaps.

Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable

The Federal Bureau of Investigation’s efforts made to solicit offers among as many sources as practicable is described below.

Small Business Set-Aside

The request for quotation (RFQ) will be published for public visibility.

Anticipated dollar value of the proposed acquisition and determination by the contracting officer that the anticipated cost to the government will be fair and reasonable

The Federal Bureau of Investigation's methodology which supports the determination of fair and reasonable cost to the Government is provided below.

Market Research (including an Independent Government Cost Estimate)

Based on market research, a review of similar vendors did not provide adequate pricing or capabilities for the tool needed.

Description of the market research conducted and the results

The Federal Bureau of Investigation’s description of the market research technique(s) it employed to determine the necessity of restricted (other than full and open) competition is provided below.

Contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements.

Contacted multiple vendors such as GALLS and J&N Tactical

Other facts supporting the use of restricted (other than full and open) competition

The Federal Bureau of Investigation’s description of additional facts which support the use of restricted (other than full and open) competition is provided below.
