Consumer Product Safety Commission
About this file
This justification document outlines a sole source contract award to the National Association for Public Health Statistics and Information Systems (NAPHSIS) for development and maintenance of the Consumer Product Safety Commission's (CPSC) mailbox within the State and Territorial Exchange of Vital Events (STEVE) system. NAPHSIS currently owns and operates the STEVE system, making it the only contractor capable of standardizing mortality data delivery from states and territories to CPSC by facilitating a centralized mailbox. The base period of performance is from September 1, 2023 through August 30, 2024, with potential to exercise four additional one-year option periods. The total estimated value including all options is $445,370. Authority for the sole source award is due to NAPHSIS being the only source capable of providing the specialized supplies or services required by CPSC within the STEVE system.

Consumer Product Safety Commission Revised: 5/06/19 Office of Procurement Services Reviewed/Current 5/06/19
Form F1001A - Justification for Other than Full and Open Competition
1. Requisition number and title: CPS-21131-23-0316 NAPHSIS STEVE MAILBOX
2. Description of the Supplies and Services Required: The Contractor will create a national mailbox for the Consumer Product Safety Commission (CPSC) for vital record jurisdictions to deliver mortality data electronically using the State and Territorial Exchange of Vital Events (STEVE) system. The data will be filtered to allow uniformity in the data flow to CPSC and reduce the current delay in data delivery, as well as shifting away from paper record transmission.
The Contractor will filter the data that is in the CPSC STEVE mailbox based on the World Health Organization’s International Classification of Disease 10-revision (ICD10) external cause codes of interest to CPSC. The Contractor will include a standard set of variables mutually agreed upon by the CPSC Contracting Officer Representative (COR) and the Contractor.
System coding and CPSC STEVE mailbox will be set up within 3 months of the start of the period of performance. Changes to the ICD10 codes and variable list will be incorporated into the system as mutually agreed upon by the CPSC and the Contractor.
The Contractor will pilot test the CPSC STEVE mailbox with at least 5 jurisdictions within 6 months of the start of the period of performance.
The Contractor will communicate with the other jurisdictions once the pilot test is complete to encourage participation in the CPSC Steve mailbox.
3. Period of Performance: Base: 9/1/2023 – 8/30/2024 plus 4 12-month option periods.
4. Estimated Value (to include options): $445,370.00
5. Description of effort made to ensure that offers are solicited from as many potential sources as practical: CPSC currently receives mortality data from individual states and territories in various electronic and paper formats.
6. Reason for Other Than Full and Open Competition (check one):
__XX a. Only one responsible source and no other supplies or services will satisfy agency requirements. In section 7, justify why only the selected source and no other can meet the government’s need. Past performance and industry reputation do not explain why only one source can meet the government’s need.
______ b. Only a particular Brand Name item can meet the Government’s need. In section 7, justify why only the particular brand of item and no others can meet the government’s needs.
______ c. Unusual and compelling urgency. In section 7, justify why the event could not have reasonably been planned for and why the Government would be seriously injured if sources are not limited.
______ d. Industrial mobilization; engineering, developmental, or research capability; or expert services. In section 7, justify one of the following:
i. Why a contract must be awarded to maintain a facility, producer, manufacturer, supplier, or service provider in case of a national emergency;
ii. Why CPSC needs to maintain essential research and development capability;
or
iii. Why CPSC needs to acquire services of an expert or neutral person for any current or anticipated litigation or dispute.
______ e. International agreement. In section 7, please provide the name of the International
Agreement.
______ f. Authorized or required by statute. In section 7, please provide the name and/or citation of the Statute. FAR 6.302-5(b) provides a list of the most frequently cited statutes.
______ g. National security.
______ h. Public interest (must be approved by Chairman).
7. Justification for sole source (not competing the requirements):
We need this particular product brand or service because: As the developer and owner of STEVE, NAPHSIS is the only contractor that has the ability to facilitate the standardization of death certificate data being sent to CPSC by the states and territories.
