About this file

This is a FAR Part 12 Justification and Approval for Simplified Procedures for Certain Commercial Items, documenting a single-source procurement by the Medical Readiness Contracting Office-West for the Department of Radiology Nuclear Medicine Clinic at WBAMC, Fort Bliss, Texas.

The procurement concerns radiopharmaceuticals required for imaging and therapeutic treatment of cancer patients. The products must be prepared in a USP 825 compounding environment and delivered 24 hours daily, 365 days per year on an as-needed basis. The contract is structured as a two-year firm-fixed-price definitive contract (base plus one option year) with an estimated overall total price of redacted amount, funded through Defense Health Program appropriations. Market research conducted on May 19, 2026 queried the SBA database using NAICS code 325412 and keywords including "radiopharmaceuticals," "lymphoseek," "Illuccix," and "Technetium," revealing no small businesses capable of providing the required items. A DLA Medical Master Catalog search confirmed unavailability through standard supply channels. A sources sought notice posted to SAM.gov on April 24, 2026 (closing May 8, 2026) generated responses from two vendors. The justification identifies geographic and operational constraints requiring a supplier within a critical 50-mile radius to support just-in-time delivery of short half-life isotopes. The Government determined no alternative sources exist capable of meeting requirements and certified inability to procure technical data or breakout components for full and open competition. The J&A will be posted within 14 days after contract award, subject to fund availability.
