About this file
This is a Justification Restricting Competition document for a sole source procurement of Machlett Laboratories (ML) 6697A Electron Tubes.
The Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) – Detachment Cutler, located in Cutler, ME, requires 10 ML 6697A Electron Tubes annually for three years to support the Army-Navy/Frequency Radio Transmit-31 (AN/FRT-31) Very Low Frequency (VLF) transmitter. These tubes provide final power amplification and operate at plate voltages up to 16 Kilo Volts in Continuous Wave operation with unique specifications for this facility. The contract will be awarded to Microwave Power Products Inc. (MPP), a large business that acquired the electron tube production and distribution from Communications & Power Industries LLC (CPI), the incumbent contractor (N0018923P0462, awarded July 12, 2023). The procurement is structured as a three-year firm fixed-price contract with FAR 52.217-9 option language, funded with FY26 Navy Operations & Maintenance (O&MN) appropriations. The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, code 215.1 Fleet Directorate. The follow-on contract must be in place by July 2026 to ensure continuous supply throughout the base year of performance, continuing the established delivery schedule of batches in January and July. Statutory authority for sole source award is 41 U.S.C. 1901. A sources sought notice was posted to SAM.gov on February 19, 2026, and closed on March 6, 2026, with no alternative vendors responding, confirming that no other sources possess the manufacturing capability and required lead time to produce these tubes.

2. Description of the Action Being Approved.
This is a sole source action for the provision of Machlett Laboratories (ML) 6697A Electron Tubes.
These tubes provide the final power amplification for the Army-Navy/Frequency Radio Transmit-31 (AN/FRT-31) Very Low Frequency (VLF) transmitter in support of NCTAMS LANT – Detachment Cutler that are currently performed under Contract N0018923P0462. Contract N0018923P0462 was awarded 12 July 2023 on a sole source basis as a firm, fixed-price contract to Communications & Power Industries LLC (CPI), a large business (manufacturer of the required electron tubes). The production and distribution of electron tubes has been sold to Microwave Power Products Inc. (MPP), a large business, who will be awarded this sole source contract. The previous delivery schedule had batches of tubes delivered each year during the months of January and July. The follow on will need to be in place by July 2026 in order to have supplies delivered throughout the base period year of performance.
3. Description of Supplies/Services.
This procurement is for the purchase of 10 ML 6697A Electron Tubes each year, for a total of three years. FAR 52.217-9 Option to Extend the Term of the Contract will be utilized.

5. Rationale Justifying Use of Cited Statutory Authority.
The ML 6697A Electron tube is a general-purpose triode. The tube features rugged coaxial mounting structures which provide high dissipation, low inductance RF electrode terminals. This tube will operate with plate voltages up to 16 Kilo Volts in Continuous Wave operation. The operation of this tube is unique to this facility. The part number on the estimate is an original replacement part. If original replacement parts are not used, the government will have to request permission from SPAWAR for a
