Justification Restricting Competition Summary

This is a Justification Restricting Competition document (Document Number 26-298) for a sole source contract approved by NAVSUP Fleet Logistics Center (FLC) Norfolk for Maritime Expeditionary Security Group TWO (MESG2). The procurement action is for nine heavy-duty, military-grade air-load shoring systems (DAMAS ramp kits) valued at $764,920.00, to be engineered, procured, and delivered by Military Airlift Experts LLC. The systems will facilitate the secure embarkation of 40-foot patrol boats and associated four-axle trailers onto military cargo aircraft. The shoring systems must possess structural integrity and load-bearing capacity to support the combined weight of patrol boats and trailers during transit and loading operations, feature continuous runway length to accommodate trailer wheel tracks, and be wide enough to safely support both trailers and the M2112 Medium Tactical Vehicle prime mover. All materials must comply with military air transportability standards, prevent aircraft ramp surface damage, and adhere to strict aircraft floor weight-per-square-inch limitations.

The sole source justification is authorized under FAR 6.103-2 (unusual and compelling urgency) per 10 U.S.C. 3204(a)(2), based on an emerging operational need identified on a last-minute basis supporting an active mission requiring deployment of twelve 40-foot patrol boats to a forward-deployed location by airlift. Military Airlift Experts LLC was selected because they recently procured identical items for Maritime Expeditionary Security Group ONE and possess required capabilities, with any delay in seeking alternate vendors creating unacceptable operational risk. The contract will be funded with FY26 Navy Operations & Maintenance (O&MN) appropriations. The Contracting Officer determined the anticipated cost to be fair and reasonable. The Government has no current plans to compete future contracts for these supplies but will assess feasibility if alternative sources emerge.

JUSTIFICATION RESTRICTING COMPETITION

1. Identification of Agency and Contracting Activity.

The requiring activity is Maritime Expeditionary Security Group TWO (MESG2); the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Fleet Directorate.

2. Description of the Action Being Approved.

This is a sole source action for the provision of aircraft ramps. This procurement action supports the provision of a new requirement.

3. Description of Supplies/Services.

It is intended to acquire a contractor to engineer, procure, and deliver nine (9) heavy-duty, military-grade air-load shoring systems to facilitate the secure embarkation of a 40-foot Patrol Boat and its associated four-axle trailer onto military cargo aircraft from Military Airlift Experts LLC. The contractor-provided shoring systems must possess the structural integrity and load-bearing capacity required to support the combined weight of the 40-foot patrol boat and the four-axle trailer during transit and loading operations.

The systems must feature a continuous runway length sufficient to accommodate the wheel track of the four-axle trailer, and a usable width wide enough to safely support both the trailer and its designated prime mover, specifically the M2112 Medium Tactical Vehicle (or approved equivalent). Furthermore, all materials must comply with military air transportability standards to ensure proper load distribution, prevent damage to aircraft ramp surfaces, and adhere to strict aircraft floor weight-per-square-inch (PSI) limitations.

The estimated total value of this action is $764,920.00.

The resultant contract will be funded with FY26 Navy Operations & Maintenance (O&MN) appropriations. These funds are currently available.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is FAR 6.103-2, unusual and compelling urgency, in accordance with 10 U.S.C. 3204(a)(2).

5. Rationale Justifying Use of Cited Statutory Authority.

The requirement is urgent because it supports an emerging operational need that was identified on a last-minute basis and cannot be deferred without affecting mission execution. The proposed requirement is to acquire nine (9) DAMAS ramp kits to assist providing twelve (12) 40-foot patrol boats, associated trailers, and prime movers to the forward-deployed location by airlift in support of the active mission.

Delays in material receipt from MilAirX will directly delay the shipment of combatant craft to the forward-deployed location in support of the active mission.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

This is a sole source requirement to Military Airlift Experts LLC due to an emergent and critical need.

Military Airlift Experts LLC recently procured the same items for Maritime Expeditionary Security Group ONE (MESG1) and have the capability of providing the required items as needed. Any further delay in seeking an alternate vendor would create unacceptable operational risk.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLCN has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLCN will assess whether competition for future requirements is feasible.
