About this file

This document is a brand name justification for the Department of Veterans Affairs to procure six Laerdal Quality cardiopulmonary resuscitation (QCPR) manikins and related equipment from an approved distributor. The Gulf Coast Veterans Health Care System requires the manikins and carts to provide resuscitation training to over 1,200 personnel who must maintain basic life support credentials on a quarterly basis. As part of its national Resuscitation Quality Improvement Program affiliation with the American Heart Association, the VA must use Laerdal-branded equipment which is manufactured by RQI Partners, LLC. Market research found only one technically acceptable response from an approved distributor that could provide the specified QCPR manikins and compatible carts to maintain the existing simulation stations. The estimated cost to procure three Resusci Anne QCPR manikins, three Resusci Baby QCPR manikins, three carts, and two additional parts is covered under solicitation number 36C25623Q1896.

DEPARTMENT OF VETERANS AFFAIRS

Brand Name Justification IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C256-23-AP-4031

1. Contracting Activity:

Department of Veterans Affairs, NCO 16, Galleria Financial Center, 5075 Westheimer Road, Suite 750, Houston, TX, 77056.

Purchase request: 520-23-3-031-0189

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Gulf Coast Veterans Health Care System (520) Gulf Coast Nursing Service Regiment requires three (3) Resusci Anne QCPR and three (3) Resusci Baby QCPR Manikins and three (3) carts without laptop in an effort to increase access to over 1200 personnel who are required to maintain Basic Life Support credentials. The QCPR Resusci Anne, QCPR Resusci Baby, cart, laptop stand alone portable units are the heart of maintaining the Basic Life Support readiness of VA staff.

The system provides real time feedback to the techniques utilized in performing Basic Life Support. All patient centered staff are required to maintain BLS credentials. The laptop arm and bracket requested are to complete a current station lacking these parts.

Estimate cost to procure the requested materials is

CLIN Part Number Description Quantity 0001 2020-00100 Simulation Station without Laptop: RQI Cart, Resusci Anne QCPR RQI, Resusci Baby QCPR, USB Hub (US)

0002 2020-10050 FRU: RQI LAPTOP ARM 1

0003 2020-10051 FRU; RQI Laptop Bracket 1 0004 2020-01001 Resusci Baby QCPR RQI 3 0005 2020-03160 Resusci Anne QCPR RQI 3

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The VA and the American Heart Association (AHA) have executed a national contract and affiliation agreement to enact the Resuscitation Quality Improvement (RQI) Program.

Resuscitation Education and Innovation (REdI) is a VHA national program that standardizes, documents, tracks and monitors the provisions of all resuscitation training throughout the VHA to sustain the AHA RQI program.

REdI provides critical training support for medical center clinical and non-clinical employees requiring Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS) and or Pediatric Advanced ife Support (PALS). REdI adapts and implements the AHA training portfolio. REdI provided the existing equipment approximately eight years ago. GCVHCS personnel must requalify on this equipment quarterly.

A. Laerdal branded equipment is required as a part of the RQI Program and therefore no alternative branded equipment is suitable for sustainment of this Program. The use of alternative equipment would necessitate a change of affiliation from the AHA to the American Red Cross and therefore require a VA-wide change of existing equipment.

B. The requirement for requested items to be compatible with existing Quality cardiopulmonary resuscitation (QCPR) units speaks to the interchangeability of the units.

This Laerdal branded equipment is manufactured by RQI Partners, LLC located at 7272 Greenville Ave., Suite P2020, Dallas, TX 75231-5129.

4. Description of market research conducted and results or statement why it was not conducted:

Two vendors are authorized to provide QCPR / RQI equipment to VA’s are Beacon Point Associates and Tmesis. Market Research quotations were obtained from these vendors.

The Contract Support Specialist (CSS) issued sources sought notice 36C25623Q1657 on 08/11/2023. Only one technically acceptable response was received from an approved distributor of this Laerdal branded equipment. A second response was received proposing an alternate brand, but was not acceptable for the reasons detailed in section 3(A) and 3(B).

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
