About this file
This is a Single Source Justification for procurement under simplified acquisition procedures for an acquisition valued over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.
The Department of Veterans Affairs, VISN 06 Hampton VA Medical Center, is procuring a 12-month AvaSure Guardian software subscription and compatible hardware for the Asheville VA Medical Center. The equipment will provide real-time surveillance of multiple patients simultaneously from a remote station, enabling immediate intervention when combined with two-way radio capabilities to prevent harm to patients and staff. The justification supports a single-source award to Sierra7 Inc., a verified small business and Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor, as the sole authorized distributor of AvaSure products. The contracting officer determined that procurement of an alternate brand would require replacing existing AvaSure equipment at the facility, creating unnecessary costs to the government that would not be recovered through competition. Market research was conducted through SBA CERT, SAM.gov, GSA Advantage, and GSA eLibrary. The justification notes that while the acquisition satisfies the SBA Rule of Two through both the OEM (AvaSure, a small business) and the authorized distributor (Sierra7 Inc., a small business) being small businesses, competition is not practicable due to equipment compatibility constraints. The acquisition was approved and certified by Contracting Officer Zanona Pickett on June 24, 2026.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C246-26-AP-3953
1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA
Medical Center 100 Emancipation Drive Hampton, VA 23667 for Asheville VA Medial Center 110 Tunnel Blvd Asheville, NC 28805. 237: 637-26-4-428-4747
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a request for brand name only AvaSure Guardian to be used as real-time surveillance of multiple patients simultaneously from a remote station. When this is combined with two-way radio, it allows for immediate intervention in time to prevent harm to patients and/or staff. The Estimated Amount is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand name only justification for the AvaSure 12-month software subscription and hardware that is only compatible with the current AvaSure equipment being used at the facility. If another brand was obtained, it would not be compatible with the equipment utilized at the facility. Procuring an alternate brand would require replacing the equipment already in use at the facility. These additional costs to the government are not expected to be recovered through competition. Therefore, it is in the best interest of the government to maintain the AvaSure brand.
4. Description of market research conducted and results or statement why it was not conducted:
Based on the market research conducted, the NMR is not applicable because the OEM, AvaSure, a small business, has authorized only one (1) SDVOSB to distribute their products. Sierra7 Inc., a small business and verified SBA/CERT is the authorized distributor. However, the SBA rule of two can be met since the OEM, AvaSure is a small business and the authorized distributor is a small business.
Searches were conducted in SBA CERT, SAM.gov, GSA Advantage, and GSA eLibrary.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR
13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
