About this file

This is a Justification and Approval (J&A) document for a sole source procurement issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) at Lakehurst, New Jersey. The contracting activity seeks to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract to AAR Supply Chain, Inc., the exclusive authorized distributor of AR Modular brand RF amplifiers, for procurement of AR Modular RF amplifiers on a sole source basis under 10 U.S.C. 3204(a)(1).

The supplies required are AR Modular brand name radio frequency (RF) amplifiers for integration into the Webster Outlying Field (WOLF) Special Communications Mission Solutions (SCMS) Division's communication systems. These amplifiers will support upgrades to tactical communication systems for combatant commanders, boosting transmitter antenna power, increasing communication reliability, and supporting both narrow-band and wide-band waveforms. The justification asserts that AR Modular amplifiers are the only source meeting the specific form, fit, and function requirements due to their prior approval, higher operating temperature thresholds, closed-lid design, compact size, and compatibility with existing equipment. The document documents extensive market research conducted via GSA Advantage, Defense Logistics Agency resources, NAVAIR databases, and a February 25, 2025 Request for Information, with a pre-solicitation synopsis posted June 23, 2025, yielding no viable alternative sources. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The Government plans no future competition unless an alternative source emerges.

and compatibility with existing equipment in the . The AR Modular brand name RF amplifiers are compatible with existing metal framework and other fielded equipment to form a compact system that fits the form and function of the The AR Modular brand name RF amplifiers were validated by during system design reviews in accordance with Engineering Change Proposal-230. Additionally, cybersecurity accreditation was obtained during as part of the Authority to Operate (ATO). The AR Modular brand name RF amplifiers specifically work in conjunction with other equipment designed into the AR Modular is the only manufacturer that provides RF amplifiers that meet all of the requirements and ensures interoperability of the existing systems.

There are no other known amplifiers that provide the same form, fit, and function of the AR Modular amplifier. If alternate amplifiers were selected, the systems would need to be completely redesigned to include the selection of new cases, the new power supplies, and redesigned metal framework to support the components. The redesign effort would force a new round of user evaluations, design changes based on feedback, and production to create a final finished system. The selection of new amplifiers would also invalidate Operation Testing and jeopardize a potential Fielding and Deployment Release decision, further delaying the deployment of new systems to support new radios already in the field. Additionally, the selection of alternate part numbers for the RF amplifiers would invalidate the ATO.

Selection of alternate RF amplifiers would cause a schedule delay . This delay would include re-engineering, qualification testing, and updates to the Operations Maintenance Manual and Training Support Package.

Without the RF amplifiers, the systems will not provide the required capabilities for as the amplifiers are a key piece of the systems. The will not be able to maintain effective command and control capabilities, potentially leading to mission failure and loss of life.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The NAWCAD WOLF SCMS Division conducted market research via General Services Administration (GSA) Advantage, the Defense Logistics Agency’s (DLA’s) Public Logistics (PUB LOG) Federal Logistics Information System (FLIS), the Naval Air Systems Command (NAVAIR) Office of Small Business Programs (OSBP) website, and the Dynamic Small Business Search website for the RF amplifiers. The GSA Advantage search by part numbers identified that AR Modular has a GSA contract for the RF amplifiers. The PUB LOG FLIS search by part numbers identified a National Stock Number for the RF amplifiers; however, no stock was available.

The search of NAVAIR’s OSBP website by the North American Industry Classification System (NAICS) code of “334220” yielded no results. The search of the Dynamic Small Business Search website by NAICS code “334220” and by the term “RF amplifier” yielded results;

however, only AR Modular can meet the requirements. A search of the Google search engine was conducted using the phrase “RF amplifier;” however, only AR Modular can meet the requirements. AR Modular advised that AAR Supply Chain, Inc. is the exclusive distributor of AR Modular.

Additional market research was conducted to identify commercially-available RF amplifiers. A Request for Information was posted on 25 February 2025. Responses were received from

The response does not meet the requirements as the amplifiers in the submission are either too large or do not have the correct frequency required to cover basic operations. The response does not meet requirements as the amplifier's power requirements of 50 volts of direct current are beyond what the host system can provide. The other identified amplifiers neither meet the frequency range requirements nor satisfy the host system power requirements.

Responses were provided to between 03 June 2025 and 10 June 2025. No further response was received.

A pre-solicitation synopsis was posted on 23 June 2025. No responses were received.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons stated in Paragraph 5, the Government has no plans at this time to compete future requirements for the types of supplies covered by this J&A. The Government will continue to conduct market research to determine if another potential source emerges. If another potential source emerges, the Government will assess whether competition for future requirements is feasible.
