About this file
This is a Justification for Single Source Awards under FAR 13.106-1 for the Department of Veterans Affairs, Network Contracting Office 16, supporting Overton Brooks VA Medical Center in Shreveport, Louisiana (Acquisition Plan Action ID: 36C256-26-AP-2003, PR #667-26-3-133-0380).
The VA is procuring orthopedic surgical power tools and accessories manufactured by Stryker, including small bone perforated tools, T-latches, drills, collets, wire components, console units, rotary handpieces, reciprocating saws, and sagittal saws, along with specialized attachments and battery chargers. The estimated contract value is redacted. The justification identifies unique characteristics of Stryker System 9 and TPX platform equipment that necessitate single-source procurement, including ergonomic design features (dual trigger mechanism, lightweight 580-gram handpiece versus competitors' heavier 780-gram units), fully sterilizable battery technology that reduces infection risk compared to competitors' non-sterile battery casings, and compatibility with existing attachments valued over $200,000 that were previously purchased through ECAT and MSPV procurement vehicles. Market research pursuant to FAR Part 10 and VAAR 810.001-70 identified three sources: Stryker Sales, LLC (manufacturer), Beacon Point (SDVOSB distributor), and Trillamed LLC (SDVOSB distributor). Competing products from DePuy Synthes and Zimmer Biomet were evaluated and rejected due to corded systems, non-sterile batteries, incompatibility with existing attachments, and inadequate ergonomic specifications under VA policy VHA-V16-667-SPS-SOP-SPS-026v4. As two small disadvantaged veteran-owned small businesses (SDBOSBs) were identified, the SBA Rule of Two is met, and a small business set-aside is recommended. The Contracting Officer Peter Wren certified approval on April 30, 2026.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These following features of these Stryker products necessitate their use:
Ergonomics & Surgeon Comfort o Dual Trigger Design:
for forward/reverse without repositioning the hand, reducing fatigue.
o Lightweight and balanced for long procedures. The System 9 Cordless Driver handpiece weighs in at 580 grams with dimensions of 147mm x 41 mm x 109 mm. In comparison, the Zimmer X Series Double Trigger handpiece weighs 780g with dimensions of 152 x 52 x 127 mm. Weighing less and having a smaller footprint, the System 9 reduces strain on the visibility for the surgical site.
Battery Technology o Stryker provides fully sterilizable batteries, eliminating cords and reducing infection risk.
o Long runtime and quick charging compared to older NiCad systems used by some competitors.
o Competing equipment brands utilize a casing that a non-sterile bettery is placed into. This increases risk of infection and compromises patient safety.
o Compatible with multiple surgical applications (trauma, spine, arthroplasty).
Attachment Compatibility o Existing AO, Hudson, Trinkle, and specialty attachments integrate with
Stryker equipment. The estimated value of existing attachments is over

$200k, as compatible items were purchased for the facility during FY26, Q1 via ECAT and MSPV procurement vehicles. The duplication of cost associated with replacing these compatible attachments is not expected to be recovered through competition.
The VA evaluated the following competing product lines and determined they cannot be used:
DePuy Synthes: Uses corded systems or non-sterile batteries, which can limit mobility and increase infection control steps.
Zimmer Biomet: Not compatibile with existing or planned attachments.
limits are required under VA policy VHA-V16-667-SPS-SOP-SPS-026v4.
Both competitors have fewer fully sterilizable battery options and less intuitive trigger control.
4. Description of market research conducted and results or statement why it was not conducted:
Results of market research conducted pursuant to FAR Part 10 and VAAR 810.001-70: The Veterans First Contracting Program implemented in VAAR subpart
819.70 pursuant to 38 U.S.C. 8127 and 8128 applies to VA contracts, BPAs, and orders under FAR 8.4 and has precedence over small business programs.
The Contract Specialist (CS) released Request for Information (RFI) RFI1799573- 36C25626Q0489 on GSA E-Buy on 03/09/2026. The CS also obtained quotations form the manufacturer and authorized distributors. Market research efforts identified Stryker Sales, LLC (Large Business) (Manufacturer), Beacon Point (SDVOSB) (Distributor), and Trillamed LLC (SDVOSB) (Distributor).
As two small businesses (SDBOSBs) are identified, the SBA Rule of Two is met for this open market purchase. Therefore, a small business set-aside is recommended.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR
13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
