3 - Annual software license for the Molecular Operating Environment (MOE) The annual license price includes support and updates. License Period: May 01, 2021 - June 30, 2022 with two options.
This procurement is required to support DTRA project CB10705
MOE Software is the only software product capable of the computational rendering and prediction metrics needed in support of the Chem/Bio Defense program, as new chemical entirites and protein toxins must be modeled against their potential molecular targets. CBC personnel are experts in using this software, and plan to use this project specifically for applications in support of the Threat Agent Science program sponsored by the Defense Threat Reduction Agency. The software is capable of molecular visualization, ligand-based structural activity relationship model design and prediction, virtual screening of new compounds, structural bioinformatics and fragment based simulations. This is the only software capable of running all of these application in one package.
Not having this software would create a decrease in the Molecular Toxicology Branch ability to assess emerging threats in support of current and future programs. Chemical Biological Center will need MOE to support ongoing projects supporting predictive toxicology and the evaluation of emerging threat agents as part of a major thrust area for CBC, Threat Agent Science.
Market research was performed and the MOE is on par with other manufactures. CHESS RFI (#354757) was created on 1/14/2021 and closed on 1/25/2021 in order to receive pricing for products, by Brand name. The CHESS RFI returned only no bids for this product. An individual quote was obtained from a vendor to start market research. This quote was from the manufacture of the product and is the only vendor for MOE. A SoNA from CHESS was received (#216769412).

Chemical Computing Group is the manufacture of this software and the only seller. They do not have re-sellers. If another manufacture was awarded it would cause significant cost increase to train current techs on how to use the new product. CBC Staff are familiar with this products in design and support, our staff is also already familiar with the configuration of this hardware therefore having an impact on the need for this software. Learning new software would stall the project.
