Justification and Approval (J&A) For

Other Than Full and Open Competition (>SAT) Brand Name Only

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 17, located at 124 E Hwy 67 STE Duncanville, TX 75137, in support of VISN 17 VA Healthcare System at 4500 S Lancaster Rd., Dallas TX 75216.

2. Nature and/or Description of the Action Being Processed: Ceiling Lifts have been installed in many places throughout the VA North Texas Health Care System (NTVHCS).

Currently the NTVHCS has Guldmann ceiling lifts installed in the hospital/Clincs. The motors that are required to be replaced should fit with the current equipment that is installed.

Any new manufacturer would require full deinstallation of existing supports and rail.

3. : NTVHCS

requires replacement of 550 cubic in, 770lb Guldmann motors that have been deemed end of life per manufacturer. These older motors do not currently have scales embedded into the hand controls and will require upgrades for staff use to improve overall safety. The contractor shall provide all labor, supervision and all other resources required to deliver and install the requirements stated herein. Contractors shall dispose of the old lift motors.

4. Statutory Authority Permitting Other than Full and Open Competition:

Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

NTVHCS currently has 59 motors that need to be replaced due to end of life. The facility requires the brand name purchase to replace these motors because they are compatible with the existing tracks and rail support. The motors must have the same form, fit and function, which is critical in maintaining the safety and standardization of the ceiling lift systems used within the facility. Ensuring the lift systems are safe and standardized across NTVHCS facilities is essential for providing high-quality care to veterans. Using motors of a different brand would compromise this standardization and could potentially hinder the safety and effectiveness of the lift systems. Purchasing Guldmann motors avoids the additional unnecessary cost that would be incurred if the ceiling lift tracks and associated infrastructure needed replacement. The requested Guldmann motors meet the needs of this requirement and allow staff to continue providing high quality care to veterans safely. This approach ensures compatibility with existing equipment, avoids unnecessary duplication of costs, and maintains operational efficiency for the NTVHCS facilities.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research was conducted, of which is in section 8 of this justification. This effort did not yield any additional resources that could meet the competition is available from authorized resellers. Furthermore, in accordance with FAR 5.301, 16.505(b)(2)(ii)(d) and 16.505(a)(4)(iii), the award notice for this action will be synopsized on the contract opportunities sam.gov and this justification will be made publicly available within 14 days of award.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: It is expected that multiple quotes will be received for the brand name equipment thus providing comparison of prices to determine price fair and reasonable in accordance with FAR 13.106-3(a)(1).

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:

conducted market research during June 2025, and the Contract Specialist (CS) conducted an additional search during July 2025. Based on reviews of similar ceiling lifts which include compatibility requirements.

Market research indicates that there are capable SDVOSBs that are authorized distributors for Guldmann, Inc. ceiling lifts. The equipment is proprietary to Guldmann, Inc., a small business manufacturer. The equipment being installed is intended for areas that already contain similar equipment. The requirement is only to replace the motors that have reached the end of their life. VANTHCS has been trained and is proficient in using the Guldmann, Inc. ceiling lifts. Additionally, installing different types of equipment would require the

This approach ensures compatibility with existing equipment, avoids unnecessary duplication of costs, and maintains operational efficiency for the VANTHCS facilities. Based on the market research conducted, it is recommended that a solicitation be submitted as Brand Name only via open market as SDVOSB set aside.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: The following sources expressing interest in the acquisition: Guldmann, Inc., the manufacturer.

Interior Fusion, VanDahl Engineering and Salles and Premier Medical Distributors SDVOSB authorized distributors.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: This requirement is only to replace the motors of the existing systems.

The Government intends to seek SDVOSB set-aside competition when replacing the system.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
