The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:

1. Timeline from date on which the requirement was first identified to present:

2. Required delivery date/period of performance:

3. Explanation of why delivery/commencement of services by the date mentioned above is required:

IV. MISSION IMPACT.

The existing microfiche readers while suitable, operate manually and only one microfiche at a time can be processed, which greatly reducing the efficiency required to meet mission demands. Additionally, the COVID19 global pandemic has brought to light two compelling mission critical shortfalls with existing technology on hand. The first is the need for teleworking by BCNR staff which necessitates the need for a higher level of throughput than the manual microfiche readers can provide to the entirety of the BCNR Staff. The second is the lag in the receipt of Official Military Personnel Files and Military Medical Service records from the National Personnel Records Center (NPRC). Throughout the pandemic, NPRC operated in a degraded state and since progressively reopening their capacity to provide all of the service departments with the required service records has been degraded, as NPRC begins to increase capacity the BCNR must avoid further exacerbating the backlog of cases requiring the scanning of microfiche to meet mission requirements.
