About this file

This is a Justification for Other than Full and Open Competition (JOFOC) document from the Federal Bureau of Investigation for a single-source contract award to DHL for direct shipping services between Honolulu and Guam.

The FBI's Honolulu Division requires logistics services for direct mail shipment between Honolulu, Guam, and Saipan under a new Time and Materials/Labor Hour contract. The contracting officer justified the restriction on competition under 41 U.S.C. 3304(a)(1), FAR 6.103-1 (Only One Responsible Source – Brand Name Specification), determining that DHL is the only mail shipment company capable of providing direct mail delivery from Guam to Honolulu without detour. The FBI conducted online market research and determined that no public announcement would be made, citing the FAR 5.202 exception that synopsizing the requirement could compromise national security through disclosure of classified information. The base period runs from October 1, 2025, through September 30, 2026, with a contract value of $10,000 for DHL shipping services. The FBI verified that service costs are transparent and within industry norms compared to competitors through past performance review. No other sources have expressed interest in the acquisition, and the FBI has determined that a competitive procurement is not planned for future similar requirements. All required approvals were signed between January 13–21, 2026.
