About this file

This document is a Limited-Sources Justification (LSJ) to modify an existing task order 70US0920F2GSA0100 under the General Services Administration (GSA) schedule. The purpose is to procure one (1) Human Resources Classification Specialist and nine (9) additional Staffing and Replacement Specialists to support three (3) divisions within the U.S. Secret Service (USSS) Office of Human Resources. The total anticipated value of this request is provided in a cost breakdown by option year and contract line item.

The USSS is the incumbent vendor, FYI, Inc., and is the only logical source for this specialized requirement. Without these additional HR specialists, the USSS would experience an unacceptable service disruption that would negatively impact their mission. The USSS has a significant number of vacant administrative, professional, and technical positions that require processing, but the current staffing resources are inadequate to address the hiring demand. The contracting officer has determined that continuing services from the incumbent at the GSA schedule rates represents the best value.

3. Description of Supplies/Services.

The USSS Office of Human Resource (HUM) has a task order for Human Resources Staffing Specialists that was awarded on August 12, 2020, with a 12-month base and four (4) 12-month option period under GSA schedule GS02F0009U/70US0920F2GSA0100. The task order was awarded to FYI, Inc. 8484 Georgia Avenue, Suite 220, Silver Spring, MD 20910.

The period of performance is August 31, 2020 to August 30, 2025. This requirement was competed and seven (7) proposals were received. This task order is a firm fixed-price contract. The base period obligated amount was with a total contract value of

The purpose of the task order is to provide HR Specialists (Staffing). HUM’s staffing and classification branches perform and provide comprehensive support for Federal competitive and excepted service recruitment and staffing, and perform strategic consulting related to qualification requirements, recruitment sources and applicable automation tools (automated staffing system) and timeframes.

4. Authority and supporting rationale.

Limited-Sources Justification (LSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold

LSJ No: FY24-0046 Page 2 of 4

03.21.2022 v.1.0

This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:

FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Rationale:

The incumbent vendor is the only logical source for the proposed requirement. An award to any other source would result in an unacceptable interruption in fulfilling this requirement that would negatively impact the USSS mission. Without the required specialists support provided by the vendor, the aforementioned services become “non-existent” and would significantly jeopardize USSS operations. Currently, the USSS has a number of vacant Administrative, Professional, and Technical (APT) positions. The current staffing resource does not have the bandwidth and capacity to process the volume of hiring actions necessary to fill these vacancies. The division is chronically understaffed. In FY22, staffing in APT hiring division has been at an estimated 37%. In FY23 and FY24, the primary focus has been addressing this deficiency; however, with near constant job opening announcements the current staffing level is just under 60%. The lack of adequate staffing is attributable to several factors including a tight labor market as well as high turnover.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The Contracting Officer anticipates the proposed price will be consistent with the General Services Administration (GSA) schedule pricing held by FYI, Inc. In addition, historical pricing information is available for all services to be provided, which are the basis for the independent government cost estimate. The contracting officer has determined that continuing services for the additional resources for task order 70US0920F2GSA0100 will be fair and reasonable per their GSA schedule and represents the best value and will result in the lowest overall cost for award at this time. GSA has already negotiated fair and reasonable pricing rates. Discounts to FYI, Inc. GSA schedule rates were requested.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

This is a modification to the current task order. Market research has been conducted at the time of the original award. A thorough search of GSA e-library was conducted to ensure that FYI, Inc. still has a valid GSA Schedule since this requirement is a continuation of services from the original vendor.

7. Any other facts supporting the limited-sources justification.
