About this file

This is a Justification Review Document for a sole-source contract award under RFO FAR Part 12 Simplified Procedures for Certain Commercial Items.

The Medical Readiness Contracting Office-West (MRCO-W) at the United States Army Health Contracting Activity (USAHCA) is requesting approval to award a $638,557.33 noncompetitive Firm-Fixed-Priced (FFP) definitive contract to International Biomedical, Ltd (CAGE: 25211, located at 8206 Cross Park Dr, Austin, TX) for the procurement of two (2) Neonatal Transporter Systems (Incubators). The equipment will be delivered by August 15, 2026, and is fully funded using Fiscal Year 26 Defense Health Program (DHP) funds. The neonatal incubators are required by the Neonatal Intensive Care Unit (NICU) at Brooke Army Medical Center, Fort Sam Houston, TX, for diagnostic testing, monitoring of critical patients during intra-facility transfers, and military air transport missions. International Biomedical is identified as the sole source capable of providing neonatal transporter incubators with required military fixed-wing transport capability and compatibility with existing resuscitation and support equipment throughout the military air neonatal transport network. Market research conducted in May and June 2026 confirmed no alternative sources could meet the government's specific requirements. Efforts to obtain competition included publishing sources sought and notice of intent to award on SAM.gov for five days each with no responses. The justification notes that effective competition and subcontracting competition are not anticipated due to the proprietary nature of the equipment and the requirement for military air transport capabilities.
