About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document approving a brand-name purchase order award for an InVeris Training Solutions, Inc. FATS 100MIL Firearms Simulator System. The contracting activity is 21 CONS/DET 1 under Air Force Materiel Command (AFMC), with a dollar value under $10M requiring CO certification as J&A approval.

The acquisition procures one complete FATS 100MIL system for the 821st Security Forces at Pituffik Space Base, Greenland, including DAF-specific software, five Sig M18 pistol simulators with Bluefire configuration, five SRS M4 carbine rifle simulators with full auto capability, one M249 Squad Automatic Weapon simulator, one virtual M240B machine gun, one M320A1 grenade launcher, associated fill stations and magazine adapters, compressed air equipment, shipping and installation to Greenland, and a one-year extended warranty following the standard 24-month warranty. FY26 Operations and Maintenance funding has been certified on PR F3LGTH6119A002. The justification cites RFO 12.201-1 Simplified Procedures authority under 41 U.S.C. 1901. The brand-name restriction is justified based on the system's status as the preferred standardized simulator within the DAF Security Forces community pending a future joint solution, alignment with DAFI 36-2654 Combat Arms Program requirements, and the critical need for continuity and standardization given the one-year assignment rotation of personnel at the austere Greenland location. Market research identified at least two sources and as many as four licensed distributors capable of fulfilling the requirement, providing competitive pricing opportunities while maintaining standardization. The contracting officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4.

AFSFC/S4 has verified this brand name system is the best solution to meet requirements specified in DAFI 36-2654, Combat Arms Program, as well as the collection and tracking of human performance

May 2026 Page 3 of 3May 2026 Page 3 of 3 factors directed by the National Defense Authorization Act based upon currently available technology. The DAF standardized firearms simulator ensures continuity in weapons proficiency in fulfilling SF mission requirements. They FATS 100MIL system is a virtual 1-Screen Self-Contained Basic Military System with ruggedized container-mounting with integral projection. Allows 1 to 5 personnel to train in Individual Marksmanship, and 1 to 8 personnel in Judgmental (Video) and Collective (Tactical) tasks.

System includes a projection screen, flat screen monitor, cables, and is night vision capable (manually enabled). For multiple screen networked systems must order 2 or 3 system Router options. Price includes installation and training CONUS, and a 1-year warranty. FATS® 100MIL USAF SOFTWARE: Supports training of up to five (5) trainees simultaneously using the same or different weapon simulators in Marksmanship and Collective and up to eight (8) in Judgmental; Includes USAF Courses of Fire;

Includes the capability for the user to author Marksmanship Courses of Fire and Collective scenarios. Software restricted to DOD and US Government agencies only.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

AFSFC/S4 has conducted extensive market research in conjunction with 771 ESS to determine the InVeris Training Solutions, Inc. FATS 100MIL Firearms Simulator System as described above meets all DAFI 36-2654, Combat Arms Program requirements and represents the best standardized solution for DAF SF units to maintain weapons proficiency. Market research has identified that at least two sources can fulfill the requirement including the OEM and a distributor. As many as 4 distributors are licensed to resell the system as configured, allowing for competitive pricing. However, the brand name justification is essential to provide standardization and continuity of training within the DAF SF community. AFSFC/S4 has indicated market research is ongoing with other DOW departments to standardize VR firearms simulation systems across the Agency. A pending joint solution may potentially expand competition opportunities beyond this brand name limitation, however this brand name acquisition strategy does provide for competition since multiple firms are capable of fulfilling the Government's requirement.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

Standardization of the InVeris FATS 100MIL Firearms Simulator System is critical at Pituffik Space Base due to the one-year assignment duration of SF personnel, which is related to the austere nature of the location. Continuity and standardization are critical to as there are no long-term SF assignments that could successfully familiarize with and integrate a non-standard solution.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

AFSFC/S4 has indicated market research is ongoing with other DOW departments to standardize VR firearms simulation systems across the Agency. A pending joint solution may potentially expand competition opportunities beyond this brand name limitation, however this brand name acquisition strategy does provide for competition since multiple firms are capable of fulfilling the Government's requirement.
