About this file

This document is a Sole Source Justification (SSJ) for a brand name contract using simplified acquisition procedures to procure data storage server equipment for the U.S. Secret Service (USSS) Criminal Investigative Division (CID) Data Center.

The USSS seeks a data storage server solution that can provide a minimum of 2 petabytes of effective storage capacity, with the ability to expand up to 10 petabytes, and support the latest NVMe-oF networking protocol as well as multiple data communication protocols including SMB, NFS, and S3. The contract will be a firm fixed-price award under FAR Subpart 13.5 procedures for certain commercial items. The related federal contract opportunity, Solicitation Number 70US0924Q70092032 for the "VAST Data Storage Server Solution," is open for questions until August 29, 2024, and quotations should be submitted to the USSS contracting officials.

Sole Source Justification (SSJ) Simplified Procedures for Certain Commercial items for procurements exceeding the Simplified Acquisition Threshold (SAT) pursuant to FAR Subpart 13.5, including Brand Name Template

SSJ No: FY24-0089 Page 1 of 5

03.21.2022 v.1.0

SSJ Number: FY24-0089 PR Number: PR-24-USSS-2783

Sole Source Justification

1. Agency and Contracting Activity. The U.S. Secret Service (USSS), Procurement Division (PRO), proposes to enter into a brand name contract using simplified acquisition procedures.

2. Nature and/or description of the action being approved.

The USSS intends to award a brand name contract using simplified procedures for Certain Commercial items without seeking competition for data storage server equipment. This action is being taken pursuant to Federal Acquisition Regulation (FAR) 13.501. The contract type for the proposed brand name contract will be firm fixed-price (FFP).

3. Description of Supplies/Services.

The data storage server equipment will be used to store data within the USSS Criminal Investigative Division (CID) Data Center in support of the USSS Investigative and Protective Missions.

The CID is seeking a data storage server solution that can support providing high speed storage capacity with 2 petabyte effective memory space. The server design must allow for future expansion of effective storage capacity to a minimum of 4 petabytes; however, due to the unpredictable nature of criminal investigations, systems designed to support expansion to 10 petabytes of effective storage and beyond are preferred. Any system that utilizes a tiered memory format where a combination of NVMe-oF and traditional spinner hard drives will not be considered as those systems are significantly slower due to design of the spinner hard drives and their interfaces.

The entire storage server system must support the use of the latest generation of NVMe over Fabrics (NVMe-oF) which includes an extension of the NVMe network protocol to Ethernet and Fibre Channel delivering faster and more efficient connectivity between storage and servers, as well as a reduction in Central Processing Unit (CPU) utilization of application host servers.

The storage server system must support multiple data communication protocols including Server Message Block (SMB), Network File System (NFS) communication protocol, and Amazon Simple Storage Service interface known as “S3” for shorthand which allows uses like storage for Internet applications, backups, disaster recovery, data archives, data lakes for analytics, and hybrid cloud storage. Any system that does not support all three protocols SMB, NFS and S3 will not be considered. Any system that uses a proprietary data communication system which mimics SMB, NFS or S3 but does not natively support these protocols will not be considered due to processing overhead and compatibility issues that can result from the use of proprietary systems.
