About this file

This is a Justification and Approval (J&A) document for a sole source procurement by the Federal Bureau of Investigation (FBI), Facilities Acquisition Unit, to award a contract to GM Defense LLC for armored Chevrolet Suburban Shield vehicles. The estimated contract value is $10,000,000.00, structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with one base year and four option years. The minimum guaranteed quantity is one vehicle, with a maximum of 20 vehicles or a ceiling of $10,000,000.00. Specific delivery dates will be established at the task/delivery order level during the ordering period.

The contractor shall provide fully integrated OEM-based armored Chevrolet Suburban Shield platforms with ballistic and blast protection (NIJ Level B6/B7), OEM-integrated drivetrain, suspension, and electrical systems, factory-supported maintenance and warranty, and custom interior executive transport configuration. The Government justifies the sole source award under FAR 6.302-1 (Only One Responsible Source), asserting that GM Defense LLC is the only source capable of delivering OEM-engineered armored vehicles with warranty retention and safety certification. Third-party upfitters require substantial modifications to critical vehicle systems that void manufacturer warranties, degrade reliability and performance, increase lifecycle costs, and elevate safety risks. The J&A documents comprehensive market research conducted per FAR Parts 5 and 10, including review of GSA schedules, alternative armored SUV platforms, and informal industry engagement, concluding that no alternative sources can meet the requirements without unacceptable technical and operational risk. Pricing reasonableness was determined through historical pricing analysis, Independent Government Cost Estimate, market research, and price analysis techniques. The Government acknowledges barriers to future competition and commits to ongoing market research, industry engagement, and periodic requirements review to identify potential alternative sources in subsequent acquisitions.

• Evaluation of OEM Partnerships: Assess whether additional OEMs or authorized partners enter the market with the capability to provide fully integrated armored vehicles meeting Government standards.

• Acquisition Strategy Review: Prior to future procurements, reevaluate contract structure and acquisition approach to determine whether competition can be introduced at either the vehicle or integration level.

Despite these efforts, if future market conditions remain unchanged and no additional sources are identified that can meet the Government's requirement for OEM-supported armored vehicles without warranty compromise, the Government may continue to rely on the authority at FAR 6.302-1.
