About this file
This document is a Justification for Sole Source acquisition for office furniture installation at NAVSUP Fleet Logistics Center (FLC) Norfolk. The procurement is for UNICOR Office Furniture Group furniture to be installed at BLDG U-132, with a required delivery date of 9/30/2025 applying to funding obligation, though furniture may be delivered in FY26. The estimated lead time is 8-10 weeks, and the procurement is specifically for furniture that matches pre-existing office furniture to maintain design consistency and standardization.
The sole source justification emphasizes the need for furniture compatibility with existing systems, allowing interchangeability during personnel changes or office moves. The furniture will be standardized to match established office area standards at NAVSUP FLC Norfolk, which the government determines is in its best interest and will potentially save costs for future furniture movement or replacement. The specific quote number is 25723390A, and the project is identified as UNICOR Project Name 25-0582, with the manufacturer being UNICOR OFG and the dealer/representative being Karen A. Redmond.

Source Selection Information See FAR 2.101 and 3.104
Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The proposed items on quote 25723390A are to furnish and install office furniture consistent with the standards established for office areas in NAVSUP FLC Norfolk. The established standards will exhibit consistency and continuity in the design of the office spaces. The furniture shall match pre-existing office furniture.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
All furniture being procured is expected to be standardized and compatible in all aspects with the already existing furniture. This allows for interchangeability in the event of personnel changes, office moves, or replacements. Additionally, this standardization of furniture is in the best interest of the government and with save cost if furniture needs to be moved or replaced.
