The proposed acquisition is for software maintenance support as a product for 6 TCG BOSS Single Link 16 Licenses for use in a training environment. Link 16 is a military tactical link network designed to provide the warfighter operating on land, in the air and at sea with secure, anti-jam line- of-sight communications. The BOSS system is a datalink software which enables the JID-TC to design, build and transmit simulated J-Series message scenarios in the conduct of joint tactical data link training.
The JID-TC trains the Joint Interface Control Officers (JICOs), and Joint Interface Control Cell (JICC) operators for the Combatant Commanders (COCOMs), Services, DOD agencies and Joint Task Forces and requires the supporting BOSS system software and support to execute this training mission. The procurement of these required software licenses ensures operators assigned to the War-fighters (COMCOMs, Service Component Staffs, DOD agencies and Joint Task Forces) can plan, execute and troubleshoot the inter-and intra-theater common operating picture supporting Joint Military Operations.
The JID-TC requires acquisition of annual sustainment, maintenance, and training support for six (6) existing BOSS single link 16 licenses. The estimated dollar value of the procurement is (), for one (1) year coverage period encompassing 1 Jul 2024 –30 Jun 2025. The required software sustainment and maintenance support (as a product) and training represents the minimum needs of the government.

The BOSS system is solely manufactured by Tactical Communications Group, LLC. TCG is the only company that can provide licenses, maintenance/sustainment, and training on BOSS software and systems as the original manufacturer. TCG owns the proprietary rights to the BOSS system software code.
TCG software and systems must interact with the existing JID-TC’s JICO Simulator data link equipment. These TCG produced systems are currently part of the JICO simulator and must properly be maintained by renewing the annual sustainment (as a product) and providing training to ensure JICO and JIDTC students can produce and display timely and accurate data link track pictures for course completion and certification. Use of another brand would negatively impact the technical operations, as JID-TC’s students won’t be able to meet mission goals to support operations and training requirements.
Other manufacturers’ products would not be fully compatible, nor will interface with the existing framework. BOSS software is the only system that will integrate seamlessly within JID-TC’s infrastructure.
BOSS is essential to the Government's requirements and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs. The BOSS software licenses, and the associated maintenance support meets the minimum requirements of the government.
The BOSS system is solely manufactured by TCG. TCG is the only company that can provide licenses, maintenance/sustainment, and training on BOSS software and systems as the original manufacturer.

TCG software and systems must interact with the JID-TC’s JICO Simulator data link equipment.
These TCG produced systems are part of the JICO simulator and must properly be maintained by renewing the software licenses and associated software maintenance (as a product), as described herein, to ensure JICO and JID-TC students can produce and display timely and accurate data link track pictures for course completion and certification.

Other information to support a sole source action:
IAW FAR Part 13.106-1(b)(1)(i) TCG is the sole manufacture for the required BOSS software and associated software maintenance as a product. TCG is the only one responsible source and no other supplies or services will satisfy agency requirements.
