Source Selection Information – See FAR 2.101 and 3.104

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The requested software is used in identical trainers that have been developed and deployed worldwide (ex.

Turkey, Pakistan, Saudi Arabia, Australia, Japan, Taiwan) and are all based on the requested software. If sole source is not granted, and the specified software is not procured, the cost to the government in generating a new development effort using a different software package would be a substantial duplication of cost to the Government that is not expected to be recovered through competition, and therefore would be cost prohibitive. By granting sole source for the requested software, the government will be able to maintain a consistent development/maintenance model for all trainers currently in service and achieve a cost savings through leveraging of efforts to provide a benefit to the US government and all who currently field these systems through the US Government.

A patent, copyright or proprietary data limits competition.

The proprietary data is VT MAK Software and its maintenance renewal software.

These are "direct replacement" parts/components for existing equipment.

Other information to support a sole source action:

Cost of redeveloping the existing system and including a new Maintenance package would be approximately $250,000.00. Given the high cost of redevelopment, it is considered cost prohibitive to adopt alternative software for maintaining a CIWS Simulator system.

Whether you need a threat generator for training and mission rehearsal systems, a synthetic environment for experimentation, or an engine to stimulate C41 systems, YR-Forces is powerful enough to get your job done.

VR-Forces comes with simulation models for hundreds of battlefield units and systems. During scenario execution, VR-Forces vehicles and humans interact with the terrain, follow roads, move in convoys, avoid obstacles, communicate over simulated radios, detect and engage enemy forces, and calculate damage. Whether you are modeling at the entity or aggregate level, VR-Forces can stimulate your unit's behavior based on scenario events such as sensor detection, the crossing of tactical phase lines, or areas of interest.

VR-Forces Computer Generated Forces provides an intuitive GUI that allows you to build scenarios by positioning forces, creating routes and waypoints, and assigning tasks or plans with a simple point and click.

You can lay down the basic outline on a 2D tactical map, and then switch to the 3D scenario-editing mode to accurately position entities within a complex urban environment. Turn on XR mode to gain a big picture understanding of your scenario, without losing your 3D perspective. Bring up a 3D inset view for any entity to see the world from its perspective.

VR-Vantage IG is MAK's configurable desktop Image Generator (IG) for out -the-window (OTW) scenes, camera views, and sensor channels. Its built-in distributed rendering architecture supports many different display configurations - from simple desktop deployments to multichannel displays for virtual cockpits, monitor based training systems, even game displays like Oculus Rift.

VR-Vantage uses the most modem image rendering and shader techniques to take advantage of the increasing power of NVIDIA graphics cards. VT MAK's Image Generator has real-time visual effects to rival any modern IG or game engine.

SensorFX is a plug-in module for VR-Vantage built by sensor experts JRM Technologies. SensorFX models the physics of light energy as it is reflected and emitted from surfaces in the scene and as it is transmitted through the atmosphere and into a sensing device. SensorFX also models the collection and processing properties of the sensing device to render an accurate electro-optical (EO), night vision, or infrared (IR) scene.

SensorFX enables you to credibly simulate any sensor in the 0.3-16.0um band with VRVantage, including:

FLIRs / Thermal Imagers: 3-5 & 8-12um.

Image Intensifiers/ NVGs: 2nd & 3rd Gen.

EO Cameras: Color CCD, LLTV, BW, SWIR.

Failure to provide this software will result in the contractor not being able to continue to maintain and upgrade the end product.
