About this file
This is a sole source justification file paired with a combined synopsis/solicitation for a high-power 1315nm laser system from TOPTICA Photonics Inc. for the US Naval Observatory.
The Department of the Navy Naval Supply Systems Command is conducting this simplified acquisition under solicitation number N0018925Q0083, with responses due by February 4, 2025, at 6:00 AM EST. The procurement will result in a Firm-Fixed-Price contract under NAICS 334516 with a small business size standard of 1,000 employees. Delivery is required within 9 months of award to the US Naval Observatory in Washington, DC. Quotes should be submitted via email to Megan Evans and must include pricing, FOB point, delivery date, contact information, GSA contract number if applicable, business size, and NET 30 payment terms. Vendors must be registered in SAM to be considered for award.

Description of the supplies or services required, the estimated price/cost, and required delivery date.
The USNO seeks to procure a high-power 1315nm laser system with the following specifications:
Rack- -mount shelf must hold a primary and a backup 1315 nm laser. The lasers must be able to achieve all performance specifications in a rack-mounted configuration.
Laser architecture should be an external-cavity diode laser (ECDL) followed by a tapered amplifier.
The center wavelength must be 1314.99 nm. The output power of the system must be 400 mW in fiber.
The alignment from the ECDL into the tapered amplifier must be able to be optimized automatically using electronically driven actuators and controlled by an optimization procedure that can be initiated with a single button.
Fast feedback capable of narrowing laser to 1 Hertz (Hz) using external cavity or other narrow laser.
All thermal management necessary to operate lasers in an equipment rack must be integrated and/or provided. This includes any chiller or fluid-cooled baseplate necessary for optical performance.
Output fiber must be PM fiber with polarization aligned to the slow axis. Fiber connectors must be FC/APC. In addition, there must be some seed laser coupled into a separate fiber port for monitoring.
Laser must support 30 GigaHertz (GHz) or more of mode-hop free tuning, 40 decibels (dB) of amplified spontaneous emission (ASE) suppression, and a free running linewidth below 100 kHz.
System must provide 60 dB of isolation for both seed laser and tapered amplifier.
All laser control electronics (current, piezo, temperature) and 2 high-speed servos for phase locking must be provided.
Delivery should be by 30 Sept 2025 and estimated cost is $178,552.00.
In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
Physicists in the Clock Development Division at USNO stay apprised of vendors that sell laser systems that can be used in their research and development. There are very few vendors that sell the type of laser technology for this requirement, in which a 1315nm diode laser is amplified with a tapered amplifier and fiber coupled. When the added features of rack mounting and auto-align of the diode laser into the tapered amplifier are included, we know of no other source than Toptica Photonics. Contract specialist posted a sources sought notice on Dec 11, 2024 07:23 PM and closed on Dec 17, 2024 08:00 AM EST. Toptica was the only vendor to respond to the sources sought notice. Toptica Photonics manufactures a laser system that meets our requirements at a cost that is consistent with the technology involved based on market research and prior expenditures. There are not many vendors that offer this laser technology, and only 1 vendor that offers the same performance in a rack-mounted architecture with automatic alignment.
