Sole Source Justification Summary
This is a Sole Source Justification under FAR 12.201 for simplified procedures for commercial items. The Department of War, Washington Headquarters Services (WHS), Acquisition Directorate seeks approval to award a bridge contract to LMI Consulting, Inc. for Assistance Monitoring & Evaluation (AM&E) Database Management Support Services to the Defense Security Cooperation Agency (DSCA). The current contract with LMI expires March 29, 2026, and this bridge contract will extend services for up to eight months from March 30, 2026 through November 29, 2026, with a base period through September 29, 2026 and an option period through November 29, 2026. The estimated contract value is listed as "$xx" (redacted). This is a firm-fixed price contract utilizing FY 2026 Operations & Maintenance (O&M) funding.
The justification cites 10 U.S.C. 3204(a)(1) for sole source authority based on only one responsible source being available. The bridge is necessary to prevent service lapses in mission-critical functions until a competitive long-term task order can be awarded under the TASER IDIQ contract, expected in first quarter FY27. Service continuity is essential for maintaining the Security Assistance Management Manual (SAMM) database systems and public website, and for developing the annual Foreign Military Training Report (FMTR) to Congress. A notice of intent to sole source was published on SAM.gov on January 29, 2026, and one response was received from Plusonet LLC on February 5, 2026. Fair and reasonable pricing will be determined using historical prices from the current contract and independent government estimate comparison per FAR 15.404-1. Certified Cost and Pricing Data will not be obtained. The original acquisition was conducted on a competitive basis.

WASHINGTON HEADQUARTERS SERVICES
1155 DEFENSE PENTAGON
WASHINGTON, DC 20301-1155
ACQUISITION DIRECTORATE
WHS-2026-1969-JA
SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR
CERTAIN COMMRCIAL ITEMS UNDER FEDERAL ACQUISITION REGULATION
(FAR) 12.201
1. AGENCY AND CONTRACTING ACTIVITY: The Contracting Activity is the Department of War (DoW), Washington Headquarters Services (WHS), Acquisition Directorate (AD), Enterprise Security Services Division (ESSD). The Requiring Agency is the Defense Security Cooperation Agency (DSCA).
2. DESCRIPTION OF ACTION: This action seeks approval to issue a bridge contract for Assistance Monitoring & Evaluation (AM&E) Database Management Support Services to LMI Consulting, Inc (LMI). LMI is currently providing the required services under contract No. HQ003420F0598 that expires on March 29, 2026. This action will be firm-fixed price utilizing Fiscal Year (FY) 2026 Operations & Maintenance (O&M) funding. The period of performance will be for up to eight months, from March 30, 2026 –November 29, 2026. Estimated value of the contract is $xx
3. DESCRIPTION OF SUPPLIES/SERVICES: The DSCA requires AM&E Database Management
Support Services to maintain continuity of the support once the current contract expires on March 29, 2026. The Government intends to award these services in a competitive acquisition in the first quarter of FY27 as a task order under the Agency’s upcoming TASER IDIQ contract.
The AM&E database services provide mission critical support to DSCA.
Performance Periods Performance Period Dates
Base Period 30 March 2026- 29 September 2026 Option Period 30 September 2026-29 November 2026
4. AUTHORITY CITED: This action is under the procedures of Federal Acquisition Regulation (FAR) 12.2 under the authority of:
☒41 U.S.C. 1901, Simplified Acquisition Procedures ☐ 41 U.S.C. 1903, Special Emergency Procurement Authority
5. REASON FOR AUTHORITY CITED: 10 U.S.C. 3204(a)(1) only one responsible source-
The Government intends to award a sole source contract to LMI Consulting Inc. to provide AM&E Database Management Support Services in accordance with FAR 12.201-1, Simplified Procedures (41 U.S.C. 1901). DSCA is currently receiving support from LMI Consulting, Inc. that expire on March 29, 2026. The Government is currently working on the competitive TASER IDIQ contract expected to be awarded during the 1st Quarter of FY27. The DSCA’s AM&E requirement will be awarded as a task order under the TASER IDIQ contract. A bridge is necessary to prevent a lapse in these critical services until the long-term task order can be awarded.
Failure to award this bridge contract to the incumbent, LMI Consulting Inc., would result in an anticipated ten-month delay until the TASER IDIQ is awarded in the first quarter of FY27. A gap in service would result in delays to the following DSCA mission critical areas:
• DSCA Security Assistance Management Manual (SAMM): The contractor performs all functions necessary for maintaining the data systems and configurations of the database and the development and maintenance of the public facing SAMM website.
• Foreign Military Training Report (FMTR): The contractor oversees development of the annual FMTR to Congress, including issuing data calls, coordinating and consolidating input, drafting the report, and providing the final product for approval and submission to OSDP and the State Department.
Failure to complete these critical tasks would result in the DSCA not fulfilling its mission to contribute to the Department of War and Department of State annual foreign military training report (22 U.S.C. § 2416); informing Government policy on execution of security cooperation and security assistance programs. Therefore, a bridge contract to LMI, Consulting, Inc., is essential to ensure uninterrupted support for these essential services while the Government works to complete the long-term award process.
6. EFFORTS TO OBTAIN COMPETITION: On January 29, 2026, a notice of intent to award a sole source bridge contract to the incumbent contractor, LMI Consulting, Inc., was published on SAM.gov.
One response was received from Plusonet LLC on February 5, 2026. Due to the circumstances referenced in section 5 above, it was determined that a sole source award to LMI Consulting Inc. represents the best value to the Government.
7. FAIR AND REASONABLE COST DETERMINATION: The Government will make a determination of fair and reasonable pricing, using the procedures in FAR 15.404-1 Price Analysis; specifically, FAR 15.404-1(b)(2), “Comparison of the proposed price to historical prices paid…. for the same or similar items” and FAR 15.404-1(b)(5) “Comparison to an independent Government estimate.” Since this requirement will be solicited to the incumbent Contractor, historical prices paid from the current contract were used to develop the Government estimate and will be utilized to determine fair and reasonable pricing.
Certified Cost and Pricing Data will not be obtained.
8. MARKET RESEARCH: Market research has been limited to the notice of intent to sole source, which was posted on SAM.gov.
9. ANY OTHER FACTS SUPPORTING THE USE OF SOLE SOURCE: Not applicable.
10. INTERESTED SOURCES: Plusonet LLC submitted a response on February 5, 2026.
11. ACTIONS TO INCREASE COMPETITION: The Government is in the early stages of acquisition development for the TASER IDIQ contract, against which AM&E Database Management Support Services will be procured.
12. Is this acquisition for a non-competitive follow-on acquisition previously awarded on a non-competitive basis?
☒ No. The original acquisition was conducted on a competitive basis.
