About this file

This justification document supports a sole source contract award for consultant services. The Navy seeks a contractor to conduct a stakeholder engagement campaign assessment and provide all labor, materials, equipment, and incidentals in accordance with the performance work statement. The contractor must have experience in stakeholder engagement and campaign assessments. The justification cites an unusual and compelling urgency as the reason for restricting competition due to the need to immediately assess an ongoing campaign. The short response time of less than 30 days and specialized nature of the work preclude obtaining competitive quotes.

Statutory Authority Permitting Other Than Full and Open Competition.

Per FAR 19.1506(b), the Contracting Officer shall consider a purchase order award to a WOSB concern eligible under the WOSB Program on a sole source basis before considering small business set- asides provided that (1) the acquisition is assigned a NAICS Codes in which the SBA has determined that WOSB concerns are substantially underrepresented in Federal Procurement; (2) the Contracting Officer does not have a reasonable expectation that offers would be received from two or more WOSB concerns; and (3) the anticipated award prices of the purchase order, including options will not exceed $7M (7 million for a requirement within the NAICS codes for manufacturing). The Contracting Officer has determined that BENEFACTORS COUNSEL LLC.
